Brent Collins, EMA, was present during the entire compliance inspection. A review of storage units, application fields, and available data was completed. A review of the 2023 residuals annual report was also completed on April 3, 2024. Both reviews reflected compliance with the subject permit. This review reflected compliance with the subject permit. Ms. Caudle requested field inspection sheets and they were provided on April 8, 2024. RO-01 • Application was even with no evidence of ponding and runoff. • Buffers were clearly marked. • About 50% of the field was used. • Lab results were not available at the time of application. Historic PAN rates were used. Mr. Collins stated an estimated 29lbs/6,200 gallons were used to apply 2-3x6,200 gallons to the field. The estimated application rate is within permitted limits. • Livestock were excluded from the application area. DV-08-09 • Application was even with no evidence of ponding and runoff. • Buffers were clearly marked. • Lab results were not available at the time of application. Historic PAN rates were used. Mr. Collins stated an estimated 29lbs/6,200 gallons were used to apply 2-3x6,200 gallons to the field. The estimated application rate is within permitted limits. • A rain gauge was installed on one of the tractors used to apply residuals. Other observations: • Basin repairs have been completed. The 1.5 MG basin is being used for storage. Residuals were being hauled from this basin. • Land application was not occurring at the time of inspection due to rainfall the previous night. • 38% reduction of volatile solids was used to demonstrate vector reduction requirements. The in sample was collected from the return pipe in the aeration basin and the out sample was collected from the storage basin. Samples were collected on 3/21/24. • Fecal samples were used to demonstrate pathogen reduction requirements. Samples were collected on 3/25/2024. • Nutrient and Metal analysis were not provided due to delays at the lab.
