00011 A letter of request for an Authorization to Construct was received
September 4, 1986 by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a 0.012 MGD wastewater treatment facility consisting
of a 3000 gallon aerated surge tank with dual 15 GPM grinder pumps and high-water
alarm; a flow control box;dual parallel 7500 gallon capacity aeration tanks with 1250
gallon clarifiers; two 115 CFM blowers, each sized to supply air to the entire plant;
a 5000 gallon capacity sludge holding tank; a 250 gallon baffled chlorine contact
tank with tablet chlorinator; rip -rap at the effluent discharge outlet for post
aeration; and all associated piping, valves, fittings and appurtenances to serve Pace
Mobile Home Acres.
This Authorization to Construct is issued in accordance with Part III
paragraph C of the NPDES Permit No. NCO064246 issued December 19, 1985, and shall be
subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NCO064246
The Permittee must employ a certified wastewater operator in
accordance with Part III, paragraph D of the reference permit.
The sludge generated from these treatment facilities must be disposed
of in accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.

The Raleigh Regional Office, telephone number 919/733-2314 shall be
notified in advance of start-up of the subject facilities so that an in -place
inspection can be made of said facilities prior to operation. Such notification to
the Regional Supervisor shall be made during the normal office hours from 8:00 a.m.
until 5:00 p.m. on Monday through Friday, excluding State Holidays.
In event the facilities fail to perform satisfactorily in meeting
its NPDES permit effluent limits, the permittee shall take such immediate corrective
action as may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
An electrical outlet and water supply shall be provided at the
wastewater treatment plant site for maintenance purposes.
