The North Carolina Department of Transportation (NCDUT) proposes to replace this bridge. This project
is similar in nature to projects processed under the Low Impact Bridge Replacement Program (LIBRP).
Accordingly, the LIBRP format has been utilized in the permitting of this project. A site visit was
conducted by USACE on February 25, 2014.

This project can be characterized as meeting the parameters associated with the Low
Impact Bridge Process as agreed to on October 6, 2009. Accordingly, this project
meets the documentation requirements and approval procedures under NEPA, as
defined by FHWA, for Low Impact Bridge Replacements. This project meets the
standards of NCDOT Minimum Criteria Rules.

General Project Narrative: State project 41665.3e involves the replacement of the existing NCDOT Bridge #720014 on SR 1115 over Byrds Creek. Bridge #720014 consists of 1@40' — 4" steel plank floor
(Description of Minimization of Water on steel I-beams, timber caps and abutments with concrete sills/footers. The proposed bridge will consist of 1@75', 33" box beam. The proposed crossing is located in Zone X
Quality Impacts) of FIRM Map number 3710998100J and is not located within a flood study area. The proposed bridge will provide more hydraulic opening than the exising bridge. No deck
drains are required. Two stormwater outfalls are proposed which will be placed at a distance to minimize disturbance to buffer zones. Rip Rap pads will be utilized to dissipate
the energy.
