Subject: Request for a Nationwide Permit 3 and 401 Water Quality Certification -
Culvert Replacement on SR 1214 (New Road) in Tyrrell County
WBS # 17BP.1.C.1
The North Carolina Department of Transportation is requesting the issuance of a Nationwide
Permit 3 and 401 Water Quality Certification for the replacement of a culvert structure on SR 1214
(New Road) in Tyrrell County. The culvert structure is located approximately 0.5 miles north of
the intersection with SR 1209 (Riverneck Road). The culvert sh•ucture is located in an unnamed
canal to the Scuppernong River, which is classified by NCDWR as class "SC" waters. The
existing culvert structure consists of (3) 60" X 60' CMP's. These culverts will be removed using
NCDOT's guidelines for culvert removal. The proposed (2) 87" X 63" X 54' CAP's will be placed
on the existing alignment as shown in the permit drawings. The proposed pipes will be placed one
foot below the surveyed stream bed elevation. The project will result in no permanent jurisdictional
wetland or open water impacts, but the dewatering operation will have a temporary open water
impact of 2,783 ft2. The aqua barriers or sheet pile installation for the dewatering process may
r�esult in minor temporary disturbance to the vegetated banks. This project will require the closure
of SR 1214 for several days, and an off-site detour will be utilized. This temporary closure will be
coordinated with the local county officials and conducted during a time period which minimizes
the impact to the traveling public.
