Wasteload Allocation Summary
(approach taken, correspondence with region, EPA, etc.)
This WLA is up for renewal per the Neuse basin plan. An alternatives analysis was submitted
10/92 and TSB recommended that the facility keep its existing limits.
The facility has had 3 NH3-N, 1 BOD5, and 7 Fecal coli violations in the past year.
No TP limit will be implemented since the facility is < 0.5 MGD.
No instream monitoring was required in the previous permit, although it was recommended in
WLA. Instream monitoring is recommended with this permit.

Parameter(s) Affected
X_ Parameter(s) are water quality limited. For some parameters, the available load capacity of
the immediate receiving water will be consumed. This may affect future water quality based
effluent limitations for additional dischargers within this portion of the watershed.
•9
No parameters are water quality limited, but this discharge may affect future allocations.

Downstream Location: at least 300 ft downstream
Parameters: temperature, D.O., Fecal coli, conductivity
Special instream monitoring locations or monitoring fiequencies:
MISCELLANEOUS INFORMATION & SPECIAL CONDITIONS
Adequacy of Existing Treatment
Has the facility demonstrated the ability to meet the proposed new limits with existing treatment
facilities? Yes No
If no, which parameters cannot be met?
Would a "phasing in" of the new limits be appropriate? Yes No
If yes, please provide a schedule (and basis for that schedule) with the regional
office recommendations:
If no, why not?
Special Instructions or Conditions
Wasteload sent to EPA? (Major) _N (Y or N)
(If yes, then attach schematic, toxics spreadsheet, copy of model, or, if not modeled, then old
assumptions that were made, and description of how it fits into basinwide plan)
Additional Information attached? _N (Y or N) If yes, explain with attachments.

SUBJECT: Review of Engineering Alternative Evaluation Report for
Pace Mobile Home Park
NPDES Permit No. NC0064246 p3o40fe
Johnston County 0
The Technical Support Branch has reviewed the subject document and has the
following recommendation. The submitted report evaluated several nondischarge
alternatives for Pace Mobile Home Park, including connection to the Wendell and
Clayton wastewater treatment facilities, a subsurface disposal system, a spray
irrigation system, and relocation of the discharge to a positive flow stream.
While relocation does seem like a feasible option, the facility would have
to pump their effluent almost 3.5 miles. Exercising this option may place eco-
nomic hardship on a facility of this size. The facility appears to be operating
very well and meeting existing limits with regularity. Pace will have to do
some work to come into compliance with the fecal coliform limit of 200/100 ml
and also reduce the chlorine levels for instream toxicity.
After review of all nondischarge options, Technical Support recommends that
Pace Mobile Home Park retain their existing limits of 9 mg/1 BODS, 4 mg/1 NH3-N,
and 6 mg/l DO. If there are any questions concerning this recommendation,
please contact me.
