On October 16, 1996, the Division of Water Quality issued an authorization to construct for
NPDES Permit No. NCO064378 to Carolina Water Service. A requirement of the permit is that upon
completion of construction and prior to operation of this permitted facility a certification must be
received from a professional engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit, the Authorization to Construct and the approved plans and
specifications.
This certification was received by the Division April 6, 1998. The original is hereby being
returned to you for your records. Please maintain it along with the copy of the approved plans and
specifications for the life of the facility.

Dear Mr. Daniels:
A letter of request for an Authorization to Construct (ATC) was received June 21, 1996 by the
Division and final plans and specifications for the subject project have been reviewed and found to be
satisfactory. Authorization is hereby granted for the construction and installation of the proposed
modifications to the existing wastewater treatment system and all necessary appurtenances with discharge
of treated water from outfall 001 into an unnamed tributary to the Beddingfield Creek in the Neuse River
Basin. Specifically, this ATC allows:
• the construction of a dual hopper 162 square foot rectangular clarifier with air-lift type sludge
recycle.
• the construction of a 1,399 gallon chlorine contact tank.
• the relocation of the existing tablet chlorinator.
• the construction of a 875 gallon post aeration tank with tablet dechlorinator and fine bubble diffusers.
• the installation of fine bubble diffusers to replace existing coarse bubble diffusers in the aeration
basin.
• the abandonment of the existing chlorine contact tank and post aeration tank.
• the installation of additional piping, valves, and control equipment.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NCO064378 issued September 1, 1993 and shall be subject to revocation unless the water
treatment facilities are constructed in accordance with the conditions and limitations specified above, and in
Permit No. NC0064378.
Any sludge generated from this treatment facility must be disposed of in accordance with G.S.
143-215.1 and in a manner approved by the North Carolina Division of Environmental Management.
In the event that the facility fails to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement water treatment or disposal facilities.
The Raleigh Regional Office, telephone number 919/571-4700, shall be notified at least forty-eight
(48) hours in advance of operation of the installed facilities so that an in -place inspection can be made.
Such notification to the regional supervisor Jhall tip made during the normal office hours from 8:00 a.m.
until 5:00 p.m. on Monday through Friday, excluding State Holidays.

treatment facilities consist of aeration, a
10 clarifier within the existing aeration basin, a
sludge digester (accordingto plans),

treatment facilities: The proposed modification is to

III. EVALUATION AND RECOMMENDATIONS
The RRO has reviewed the plans/specifications and
engineering report that has been submitted to the Division
for the modification of the Willowbrook Subdivision WWTF. •
The proposal is to construct a new rectangular clairifer,
chlorinator and contact tank, post aeration tank with tablet
dechlorinator, and to replace all of the coarse bubble
diffused air piping with fine bubble diffused air piping.
These modifications should help the facility to meet the
limits currently specified in the permit. P&E may wish to
include some language in the A to C regarding the draft
Neuse Plan and possible future requirements.
The RRO did not receive a copy of the letter from the permit
holder requesting the A to C, but assumes that one was
submitted. Upon satisfactory resolution of any concerns of
Water Quality Permits and Engineering, the RRO has no
objections to the issuance of the requested A to C.

submitted prematurely and we would like the plans returned to the design
engineer, Mr. Ray S. Taylor of Triangle Environmental Inc. at your earliest
Convenience.
I will FAX a copy of this letter to Mr. Taylor who will come to your office to
personally pick up the application package so that you will not have to go
through the trouble of mailing the material.
We will review the plans and make some changes, at which time we will
resubmit with the. proper application signed by us for your department's
review and approval.
