PROJECT SUMMARY: The proposed project would create an RV park on 2 parcels with a total of 237 RV lots, 2 pools, shoreline stabilization, 34-slips within an existing upland marina, culverts and roads, infrastructure, an observation/fishing pier and associated amenities for the community. Between both parcels there is currently 30 RV lots, a restaurant, pool house and pool, bulkhead and riprap, 6 finger piers with 12 boat slips, a ferry landing, paved road, gravel road, parking lot, and a boat ramp. 9. NARRATIVE DESCRIPTION: The Atlantic RV Resort at Morris Marina is located along 375 and 1000 Morris Marina Road, in Atlantic, Carteret County. The site is comprised of 2 separate parcels and abuts Core Sound. The property is 59.1 acres in its entirety with 2,800 linear feet of shoreline and is partially stabilized with bulkheads and riprap along Core Sound. This section of Core Sound is not designated as a Primary Nursey Area and is closed to the taking of shellfish. It carries a SA/ORW water classification. The substrate is mostly sand and silt. There was no SAV or shellfish beds observed within the project area at the site visit. The water depths within this location is-1'nlw/mlw to-9'nlw/mlw. There is no dredging proposed within navigable waters and there are no known historic or archaeological areas of value known within the project sites. The applicant has indicated that the residential development area will be 37.29 acres and will not exceed a maximum percentage of 11.98% impervious surfaces. There are several areas of 404 wetlands located on the project area as well as Coastal Wetlands. All coastal wetlands are indicated on the workplan drawings and are comprised mostly of Smooth Cordgrass (Spartina alterniflora), Black Needlerush (Juncus roemerianus), Glasswort (Salicornia spp.), and Salt Grass (Distichlis spicata). The Division of Water Quality classifies the waters of Core Sound as SA; Outstanding Resource Waters (ORW). This includes the basin and tributary creeks. This portion of Core sound is close to the taking of shellfish. Carteret County Land Use Plan classifies this area as commercial within the AECs. There were no observed shellfish resources or SAV within the area of proposed development. A scoping meeting was not previously completed for this project. 10. PROJECT DESCRIPTION: The applicant previously constructed phase one which consisted of 30 RV lots, paved road, one pool and pool house (permitted under a CAMA minor permit through Carteret County) and now is proposing to construct phase two of the project. Phase 2 construction would consist of the clearing and grading for 237 total RV lots as well as construction and installation of infrastructure (roads, utility lines etc.), placement of a gangway type ditch crossing in order to access parking on 375 Morris Marina Road, and associated amenities in the community, that would include 2 pools, an activity building, restrooms, and dumpsters. The applicant is also proposing a 34-slip marina (total count) in the existing upland basin. There are 12 existing slips and 6 finger piers previously permitted under a CAMA general permit(88889C). The applicant is proposing 22 additional slips and 9 finger piers (each 3'x20') within the basin for a total slip count of 34 (ex. and proposed). The applicant is also proposing a community pier and covered observation platform that would extend into Core Sound. This pier would be 6' in width and extend 150' from the normal high - Field Investigation Report: Coresounders of Atlantic, LLC DCM Major Permit Page 13 water line. The pier would terminate with a 20'x30' covered platform and have two 4'x6' fish cleaning platforms in the middle of the pier. The water depths in the areas of the proposed observation ranges from -2' to 4' at nlw. The entirety of the structures would be located within the property owner's riparian area and would not encroach into the 15' riparian setback area. In addition to the existing bulkhead around the basin area, the applicant is also proposing to complete the bulkheading of the shoreline within the basin. This existing bulkhead was granted through general permit No. 93082-C which allowed for a total of 500 linear feet of bulkhead to be constructed landward of the coastal wetlands and normal high-water line on the property. The proposed bulkhead is additional 329 linear feet and would also be located landward of any coastal wetlands and normal high-water line. There is also a proposed 4' wide x 204' long boardwalk that would also act as the cap of existing bulkheads landward on the south side of the existing basin. The applicant has also included detailed maps indicating the areas of 404 which would be filled in order to allow for road crossings within the community. These attachments No. 3-6 show the areas that will impact 17,386 square feet of 404 wetlands. 11. ANTICIPATED IMPACTS: The proposed upland basin marina would shade 540 W and incorporate an additional 648 ftz of public trust waters. Minor increases in turbidity can be expected in association with the installation of pilings for all piers, platforms, and boatlifts. The development of the high ground properties would disturb 973,566 Wand impact 17,386 fV of 404 wetlands. The community pier and additional boat slip within the basin would not cause significant impacts to navigation, nor exceed the 1/4 width of the waterbody. The construction of the addition to the marina and community pier would be entirely located within the riparian area of the parcel and would not encroach into the 15' riparian setback area. There were no shellfish resources observed on the site visit, nor the presence of SAV outside of the growing season. Existing Land Uses: Commercial Existing Wastewater Treatment/Disposal: (1) system with a 15uu gal septic tanl<, a 1000 gal septic tank, a 1500 gal pump tank, and 1000 gal grease trap serving the restaurant and proposed swimming pool with restrooms, and (2) systems serving lots 1-30 each with a 3000 gal septic and pump tank. Solid Waste/Fish Offal/Trash Disposal: Use and Daily Operations of the Project When Complete Proposed Development Purpose: RV park with a restaurant, pool, wet slips with lifts, and other amenities. Buildings/Facilities/Units/Structures: Activity building with pool and restrooms for a total of 2 swimming pool, and four proposed dumpsters on Tract II in addition to existing structures as listed above. Use & Daily Operations: Property has an existing and running restaurant and ferry landing with multiple routes per day, office space, and 237 total RV lots to be rented nightly or year-round. 34 wet slips will be available to rent and an activity building and two total swimming pools with restrooms as amenities to guests. Construction Methodology & Equipment: Total number and pieces of equipment are unknown, but we would expect trackhoes, backhoes, excavators, bulldozers, and trenching and seeding equipment. We would also expect to have pile and sheet pile drivers. Development Activities Narrative Specifics: Application Narrative: Coresounders of Atlantic, LLC, the owner of the subject parcels located at 1000 Morris Marina Rd. (Tract 1) and 375 Morris Marina Rd. (Tract 11) in Atlantic, NC is proposing a 237-lot RV park with two proposed pools, one activity building, dumpsters, and an existing restaurant. Tract I area is 32.40 acres, with the tract area above Normal High Water of 14.72 acres. Tract 11 area is 26.58 acres. There are approximately 7.96 acres of 404 wetlands and 4.01 acres of Coastal Wetlands on site across both tracts. The total project area is 37.29 acres. The property is located along Core Sound, SA;ORW (Stream Index: 21-35-7). The tracts to the west and south are vacant and wooded, and the tract to the north is vacant marsh land. There are two residential tracts to the east located in between tracts I and 11. The entire property lies in flood zone AE6. There is an existing restaurant and dumpster, office building used for storage, and ferry terminal and office located on Tract 1. RV lots 1-30 and one of the proposed pools with restrooms are also existing and were permitted separately under a CAMA Minor Permit. Coresounders of Atlantic, LLC is seeking a CAMA Major Permit for the remaining development, which includes the remaining 237 lots, activity building and second pool, four more dumpsters, proposed upland basin boat slips, a proposed hogslat walkway, and proposed vinyl bulkhead. The proposed RV park has two already installed septic systems serving lots 1-30 that were permitted with an Engineered Option Permit (EOP) and will have more septic systems to serve the remaining proposed lots. The park is proposed as a low -density (<12% BUA) development and shall be submitted to NCDEQ subsequently with the CAMA Major package. A proposed Erosion Control Plan was also submitted to NCDEQ utilizing temporary sediment traps, skimmer basins, temporary diversion berms, and silt fence to contain sediment on site. This development has an existing public water supply well that serves the activity building on Tract I, restaurant, pool restrooms, and lots 1-30. There is also an approved public water supply well located on Tract II that will serve the second activity building and remaining lots. This area of Core Sound is not within a Primary Nursery Area. The Normal High Water Line dictates the project boundary along the northern side of Tract I and eastern sides of both Tracts I and 11. The Normal High Water Line along Tract I is 3,363.04 LF in length and 474.12 LF in length along Tract 11. The existing marina basin has 12 existing wet slips and lifts with 6 finger piers. The project is proposing the addition of 22 more slips with lifts and 9 more finger piers inside the existing basin. The original marina basin has a surface area of 1.51 acres. The project proposes approximately 329 LF of vinyl bulkhead beginning at the end of the previously permitted 398 LF of proposed bulkhead on the north side of the existing basin and extending to the end of the northern basin at Lot 40. The project also proposes approximately 204 LF of a 4' wide hogslat walkway on the landward side of the south side of the existing basin, beginning at Lot 7 and extending to Lot 3. There is a 347 LF long pier proposed at the east end of Long Point Drive that crosses over 404 wetlands and extends from the shore, ending at a 50 SF covered fish cleaning platform. There are no impacts to the 30' buffer on Tract I or 11. All of Tract I and a portion of Tract 11 are in the 575' AEC. The impervious portions include 195 RV lots with 464 SF of impervious surface on each, all the buildings on Tract 1, the dumpsters on Tract 11, asphalt roads, and part of the activity building on Tract 1. The proposed percentage of impervious area within the 575' AEC is 11.98%. This plan approval shall expire three (3) years following the date of approval, if no land -disturbing activity has been undertaken, as is required by Title 15A NCAC 4B .0129. 2. The developer is responsible for the control of sediment on -site. If the approved erosion and sedimentation control measures prove insufficient, the developer must take those additional steps necessary to stop sediment from leaving this site (NCGS 113A-57(3)). Each sediment storage device must be inspected after each storm event (NCGS 113A-54.1(e)). Maintenance and/or clean out is necessary anytime the device is at 50% capacity. All sediment storage measures will remain on site and functional until all grading and final landscaping of the project is complete (15A NCAC 04B .0113). 3. Any and all existing ditches on this project site are assumed to be left undisturbed by the proposed development unless otherwise noted. The removal of vegetation within any existing ditch or channel is prohibited unless the ditch or channel is to be regarded with side slopes of 2 horizontal to 1 vertical or less steep (15A NCAC 04B .0124 (d)). Bank slopes may be mowed, but stripping of vegetation is considered new earth work and is subject to the same erosion control requirements as new ditches (NCGS 113A- 52(6)). 4. The developer is responsible for obtaining any and all permits and approvals necessary for the development of this project prior to the commencement of this land disturbing activity. This could include our agency's Stormwater regulations and the Division of Water Resources' enforcement requirements within Section 401 of the Clean Water Act, the U.S. Army Corps of Engineers' jurisdiction of Section 404 of the Clean Water Act, the Division of Coastal Management's CAMA requirements, the Division of Solid Waste Management's landfill regulations, the Environmental Protection Agency and/or The U.S. Army Corps of Engineers jurisdiction of the Clean Water Act, local County or Municipalities' ordinances, or others that may be required. This approval cannot supersede any other permit or approval; however, in the case of a Cease and Desist Order from the Corps of Engineers, that Order would only apply to wetland areas. All highland would still have to be in compliance with the N.C. Sedimentation Pollution Control Act. 5. If any area on site falls within the jurisdiction of Section 401 or 404 of the Clean Water Act, the developer is responsible for compliance with the requirements of the Division of Water Resources (DWR), the Corps of Engineers and the Environmental Protection Agency (EPA) respectively. Any erosion control measures that fall within jurisdictional wetland areas must be approved by the aforementioned agencies prior to installation. The Land Quality Section must be notified of a relocation of the measures in question to the transition point between the wetlands and the uplands to assure that the migration of sediment will not occur. If that relocation presents a problem or contradicts any requirements of either DWR, the Corps, or the EPA, it is the responsibility of the developer to inform the Land Quality Section regional office so that an adequate contingency plan can be made to assure sufficient erosion control remains on site. Failure to do so will be considered a violation of this approval (NCGS I I 3A-54. I (b)). Any borrow material brought onto this site must be from a legally operated mine or other approved source. Any soil waste that leaves this site can be transported to a permitted mine or separately permitted construction sites without additional permits under NCGS 74-49(7)(d). Disposal at any other location would have to be included as a permit revision for this approval. 7. This permit allows for a land disturbance, as called for on the application plan, not to exceed 12 acres. Exceeding that acreage will be a violation of this permit and would require a revised plan and additional application fee. Any addition in impervious surface, over that already noted on the approved plan, would also require a revised plan to verify the appropriateness of the erosion control measures and stormwater retention measures (NCGS I I 3A-54. I (b)). The construction detail for the proposed silt fence requires reinforcing wire and steel posts a maximum of eight (8) feet apart. Omission of the reinforcing wire is a construction change that necessitates more posts for support, i.e., the spacing distance needs to be reduced to no greater than six (6) feet apart (E&SC Planning & Design Manual 6.63, Rev. 6/06). 9. A revised plan must be submitted to this office and approved before moving forward with any new land disturbance in Phase II.. 10. A graveled construction entrance must be located at each point of access and egress available to construction vehicles during the grading and construction phases of this project. Atlantic, NC 28511 Consultant: The Cullipher Group, PA 151A NC Hwy 24 Morehead City, North Carolina 28557 Coresounders of Atlantic, LLC, the owner of the subject parcels located at 1000 Morris Marina Rd. (Tract 1) and 375 Morris Marina Rd. (Tract 11) in Atlantic, NC is proposing a 237-lot RV park with two proposed pools, one activity building, dumpsters, and an existing restaurant. Tract I area is 32.40 acres, with the tract area above Normal High Water of 14.72 acres. Tract II area is 26.58 acres. There are approximately 7.96 acres of 404 wetlands and 4.01 acres of Coastal Wetlands on site across both tracts. The total project area is 37.29 acres. The property is located along Core Sound, SA;ORW (Stream Index: 21-35-7). The tracts to the west and south are vacant and wooded, and the tract to the north is vacant marsh land. There are two residential tracts to the east located in between tracts I and 11. The entire property lies in flood zone AE6. There is an existing restaurant and dumpster, office building used for storage, and ferry terminal and office located on Tract I. RV lots 1-30 and one of the proposed pools with restrooms are also existing and were permitted separately under a CAMA Minor Permit. Coresounders of Atlantic, LLC is seeking a CAMA Major Permit for the remaining development, which includes the remaining 237 lots, activity building and second pool, four more dumpsters, proposed upland basin boat slips, a proposed hogslat walkway, and proposed vinyl bulkhead. The proposed RV park has two already installed septic systems serving lots 1-30 that were permitted with an Engineered Option Permit (EOP) and will have more septic systems to serve the remaining proposed lots. The park is proposed as a low -density (<12% BUA) development and shall be submitted to NCDEQ subsequently with the CAMA Major package. A proposed Erosion Control Plan was also submitted to NCDEQ utilizing temporary sediment traps, skimmer basins, temporary diversion berms, and silt fence to contain sediment on site. This development has an existing public water supply well that serves the activity building on Tract I, restaurant, pool restrooms, and lots 1-30. There is also an approved public water supply well located on Tract II that will serve the second activity building and remaining lots. This area of Core Sound is not within a Primary Nursery Area. The Normal High Water Line dictates the project boundary along the northern side of Tract I and eastern sides of both Tracts I and II. The Normal High Water Line along Tract I is 3,363.04 LF in length and 474.12 LF in length along Tract 11. The existing marina basin has 12 existing wet slips and lifts with 6 finger piers. The project is proposing the addition of 22 more slips with lifts and 9 more finger piers inside the existing basin. The original marina basin has a surface area of 1.51 acres. The project proposes approximately 329 LF of vinyl bulkhead beginning at the end of the previously permitted 398 LF of proposed bulkhead on the north side of the existing basin and extending to the end of the northern basin at Lot 40. The project also proposes approximately 204 LF of a 4' wide hogslat walkway on the landward side of the south side of the existing basin, beginning at Lot 7 and extending to Lot 3. There is a 347 LF long pier proposed at the east end of Long Point Drive that crosses over 404 wetlands and extends from the shore, ending at a 50 SF covered fish cleaning platform. There are no impacts to the 30' buffer on Tract I or 11. All of Tract I and a portion of Tract II are in the 575' AEC. The impervious portions include 195 RV lots with 464 SF of impervious surface on each, all the buildings on Tract I, the dumpsters on Tract II, asphalt roads, and part of the activity building on Tract I. The proposed percentage of impervious area within the 575' AEC is 11.98%. Please consider the above information in requesting the CAMA Major Permit.
