Express permitting is different than Fast-Track permitting (https://www.deg.nc.gov/about/divisions/energy-mineral-and-
land-resources/stormwater/stormwater-program/post-construction-program/new-permits-permit-modifications).
Express permitting is only available in the 20 coastal counties.
Also, recently,the State legislature eliminated the Fast-Track permitting option as part of the 2023 budget. Projects that
are already in the Fast-Track program may continue to get permitted through the Fast-Track program, but we are no
longer accepting new projects into the Fast-Track program. You will need to permit this project through the Standard
permitting process.

The contractor has asked me for additional clarification as to why the site cannot change to an express review. Here is
their comment:
" I still need clarification on why we can not apply for NCDEQ Fast-Track review.
See the list of projects below that are currently in Fast-Track review.
Several of those (Mount Pleasant Propel Church, Waxhaw Volunteer Fire Department& North Moore HS) are not in the
20 coastal counties.
I need you to follow up again and see about changing to a Fast-Track review.........
