It is our understanding that efforts to repair previous and reduce future streambank erosion will include filling in the eroded area and reducing the slope of the steeper downstream bank on one side of a 100LF+/- section of creek. The slopes will be stabilized with properly secured coir logs and planted by means of "live -staking". According to FEMA standards, a "No -Rise" certification involves performing hydraulic analyses that includes obtaining the current effective model, duplicating the effective model, correcting the effective model, running a pre -project conditions model that reflects any changes since the date of the effective model, and a post -project conditions model. In addition to the models, other supporting data is typically supplied. We have not run any models for this project. Nonetheless, I Robert S. Bartlett, PE certify that this proposed streambank restoration will not impact the 100 -year flood elevations, floodway elevations and floodway width. This no -rise certification is based on the combined factors of personal experience with hydraulic analyses and no -rise certifications, the extremely small size of the project relative to the floodway and watershed, personal knowledge of the history of the creek, and the nature of the project. Specific to the project nature, the grading on the downstream portion of the project will remove material, flattening the slope of the bank and therefore increasing the volume of the floodway. The upstream portion of the project places some fill material in the floodway, but is only restoring the banks to more closely match previous cross-sections prior to recent erosion. We performed a topographic survey of the project area and generated cross- sections to determine cut and fill slopes that will result in no net fill. The proposed cross- sections illustrate the proposed project conditions. No grading, excavation or filling, is proposed below the normal water level. The downstream portion proposes cutting the bank to a slope of 2: 1. The upstream portion proposes filling the eroded area matching the slope of the bank nearest the water, but not to exceed 1:1. As previously stated, these proposed conditions will result in a "no -rise' to the flood elevations. If additional information is needed, please feel free to contact me.
