On February 15, 2024, Division of Water Resources staff Kristen Potwora and Caitlin
Caudle conducted a scheduled routine compliance inspection of the Bear Pen Village
Wastewater Treatment Plant. Booby Rowe (ORC) was present during the entire
inspection. A review of available records, treatment facilities, storage tank, and irrigation
equipment was completed. This review reflected compliance with the subject permit.
The following items of concern were noted:
• In previous inspections a wet/damp area was noted close to the effluent inlet pipe
of the storage tank. At the time of inspection, the area was damp, but did not show
signs of active flow or ponding. There was no definite indicator of the source of
water in that particular area. Please continue to monitor this area and take
preventative actions if needed to maintain the integrity of the storage tank.
• The permittee is required to have a Designated and Backup ORC for SI and WW-
2. At the time of the inspection there was no designation for WW-2. Kimberly Reese
(RPB Office Manager) informed DWR staff on February 16, 2024, that WW-2 ORC
Form once all required signatures are completed. Please provide Caitlin Caudle
with the confirmation of submission of the form.
• During the inspection of the drip irrigation zones, the restricting public access signs
were no longer visible. Please ensure that all signs are posted and visible
immediately.

Inspection Summary:
On February 15, 2024, Division of Water Resources staff Kristen Potwora and Caitlin Caudle conducted a scheduled routine
compliance inspection of the Bear Pen Village Wastewater Treatment Plant. Booby Rowe (ORC) was present during the
entire inspection. A review of available records, treatment facilities, storage tank, and irrigation equipment was completed.

• Requested WW2 ORC Designation on 3/6/24.
The following items of concern was noted:
• In previous inspections a wet/damp area was noted close to the effluent inlet pipe of the storage tank. At the time of
inspection, the area was damp, but did not show signs of active flow or ponding. There was no definite indicator of the
source of water in that particular area. Please continue to monitor this area and take preventative actions if needed to
maintain the integrity of the storage tank.

would be submitting the WW-2 ORC Form once all required signatures are completed. Please provide Caitlin Caudle with

Other Observations:
• The package plant was in working order.
• Rain Sensor was fixed and installed. This was confirmed by the NDARs.
• Turned on Zone 3 and was working properly. The rate is 60 gpm.
• Irrigation system is set to 1250 gal per day to each zone.
• Soil samples collected December 2023.
• Chlorine Tablets have 73% Calcium Hypochlorite.
• Flowmeter was calibrated on 1/30/24.
• Freeboard at the time of inspection was at 20 feet.
• Soil Analysis requested 2/15/24 received 2/22/24
• Flow is generally very low.
