HF Lee Intake Pipe Closure Project
Dear Ms. Higgins:
Please find enclosed five (3) copies of the Buffer Authorization Form and accompanying
documents. The project is to close the intake pipe from the HF Lee Cooling pond to the old coal
fired station intake structure. A portion of this pipe has already been closed, this project will
close the remaining portion of the pipe.
There will be minimal impacts to the buffer to close the pipe. Only the areas of dense brush
would need to be removed, the tress will be left intact. The plan is to simply clear a small
pathway to allow for equipment access to the pipe via an overland route though the buffer.
There will be a small excavation within the buffer to access the pipe. We believe the pipe is
located approximately 5 to 6 feet below ground. Once the pipe is located a small bulkhead will
be constructed within the pipe. The bulkhead is needed to prevent flowable fill from flowing in
the wrong direction. Once the bulkhead is constructed, flowable fill will be injected into the pipe,
until the pipe is filled. The truck containing the flowable fill will not be located within the buffer.
It will sit in an area outside of the buffer. When the project is complete the pipe will be covered
by soil and reseeded.

vicinity of the old steam plant site, however it has not been maintained since plant closure.

Part B. 3f. Project Description
The project is to abandon the upper portion of the retired H F Lee's coal fired plant's intake tunnel from
the cooling pond to the intake structure. The project will include construction of a bulkhead and
installation of a 9' foot in diameter grout plug. The project will consist of the following activities: 1)
construction of temporary access pathway to the underground pipe, excavation of the pipe, installation
of the bulkhead for grouting, grouting, restoration of impacts.
A path will be created using an excavator, however no blading or grubbing will take place, the pathway
will be approximately 150 linear feet by 14 feet wide. Any brush will be placed adjacent to the pathway.
A 10 foot by 10 foot excavation will be made to a depth of 5 to 6 feet to access the pipe. A bulkhead will
then be built to allow for grout pumping from a concrete pump or concrete pump truck station above
the site out of the buffer. The concrete pumps or pump truck will be placed in containment in case of
concrete spills.

The project is designed to spend a minimum amount of area needed for the excavation, also the
minimum amount of equipment needed in the buffer during the filling of the pipe with flowable fill.
Also concrete containing pump trucks will be located outside of the buffer in containment.
Part D. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through
construction techniques
A small path will be created by equipment to get to the designated project area. The path will only be
14 feet wide. No clearing or grubbing will take place in the pathway created to access the pipe to be
filled. Only the minimum amount necessary to access the pipe will be excavated, the excavation will be
re- seeded upon completion of the project.
