Per 15A NCAC 02T.0105(c)(6), directly related environmental permits or certification applications must be being prepared,

Per 15A NCAC 02T.0402, "high -priority sewer" means any aerial sewer, sewer contacting surface waters,
siphon, or sewers positioned parallel to streambanks that are subject to erosion that undermines or deteriorates the sewer.
Siphons and sewers suspended through interference/conflict boxes require a variance approval.

of Pump Stations and Force Mains (latest version). Although other professionals may have developed certain portions of this

have judged it to be consistent with the proposed design.

the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all

Sewer Project Narrative
For
Saddlebrook Subdivision Phase 2
Saddlebrook Subdivision is a subdivision in Rocky Mount, NC that will consist of 188
residential lots. Phase One of sewer design serves 148 lots and was previously permitted
on March 21, 2022 permit # WQ0043253. Phase 2 will serve 40 lots and is proposed to
be permitted in this submission. Saddlebrook Subdivision phase 2 is located off Green
Hills Road (SR1609), approximately 1.3 miles northeast of the intersection of Old
Carriage Road (SR1603) and Green Hills Road (1609). It will consist of 100% domestic
flow. Phase 2 sewer system will be constructed of approximately 1,480 LF of 8-inch
SDR-35 PVC sewer pipe. Each residential lot served by this sewer service will require
75ga1/day/bedroom. Phase One includes 40 lots with 3 bedrooms/lot which makes the
total projected flow for this facility 9,000 GPD. The wastewater treatment plant facility
that will be handling this flow is the Tar River WWTF (Permit # NC 0030317). The
permitted flow for the WWTF is 21.0 MGD (NPDES).

Sewer Application Number WQ0045084
This letter is written in response to the redlines and comments dated February 20th, 2024,
regarding the Sewer Extension Application for Saddlebrook Phase 2 in Nash County, NC. A reply or
explanation for each comment issued by your office is provided below and follows the original
format of your memorandum.
1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project
number in your response.
This project is not ARPA funded.
2. Section IV has the wrong permit number. Please correct.
Corrected to NCC0030317.
3. Section V was void of any information. Please fill out appropriately and "unknown" can
be acceptable.
Understood, Section V has been filled out where possible.
4. In Section, VI.7, please include what residential type and the number of bedrooms. How
was 360 gallons per day calculated?
These are single family residential lots with (3) bedrooms/house. The previous usage
rate was based on old, outdated information. Based on new legislation from 2023, the
new usage rate is 75gal/day per bedroom. The information in Section VI.7 has been
updated accordingly. A copy of the legislation referenced is also included.
5. Section VI.8 did not have the GPD.
Listed at correct amount of 9,000 gallons per day.
6. According to Section IX.4. of the FTA, the project is not located in a buffered basin.
However, according to NC Riparian Buffer Areas map, the project is in the Tar Pam River
Basin. Please update Section IX.4. of the FTA to reflect this.
a. Additionally, does this project have any stream crossings or other stream and/or
wetland impacts? If so, what are the impacts and are they temporary or
permanent?
Section IX.4 has been updated to reflect the conditions of the site. We do not have any
stream crossing or wetland impacts at this site.
7. Section IX.5 indicates the proposed project does not need a 404/401 authorization. A
portion of the property borders Stoney Creek and could be in a and be in a FEMA
regulatory floodway hazard zoned AE. Please verify why you would not need 404/401
authorization.
We are not disturbing these areas at any point during this development.
8. Topographical map and/or the aerial map provided are not sufficient. According to
Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS
Topographic Map needs to clearly identify the project area, including the closest surface
waters, general location of the gravity sewer, pumpstations, and force mains, and the
downstream connection points for the receiving sewer. Also please indicate the direction
of flow.
Directions of the flow are now indicated on the USGS Map.
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant
shall be advised how the application or accompanying supporting information may
be modified to make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be
returned as incomplete. Any resubmittal of a returned application shall be
accompanied with a new application fee."

Please note that the fee for fast track sewer extension permits has increased to $600 as of
October 3, 2023 [as stipulated in the 2023 House Appropriations Act, House Bill 259, Water
Quality and Stormwater Fees, Section 12.14(a)].
