This modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Insert the attached page into your permit and discard the old page. This modified permit includes the following change from your current permit: ➢ The granular activated carbon unit has been removed from the Supplement to Permit Cover Page. If any parts, measurement frequencies or sampling requirements contained in this modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. This permit is not transferable except after notice to the Division. Alcatel -Lucent USA Inc. 3370 Lexington Road, Winston-Salem, North Carolina Dear Mr. Weaver, On behalf of Alcatel -Lucent USA, Inc. (Alcatel -Lucent), AECOM Technical Services of North Carolina, Inc. (AECOM) is requesting a variance from the permit conditions for the above -referenced National Pollutant Discharge Elimination System (NPDES) Permit. As specified on the Supplement to Permit Cover Sheet included in the November 15, 2012, NPDES Permit Modification Letter, the groundwater remediation treatment system consists of extraction wells, a feed -water equalization tank, bag filtration, a low profile air stripper, and granular activated carbon (GAC). On April 28, 2017, the operator in responsible charge identified a small hole in the bottom of the GAC unit. This hole renders the GAC unit inoperable, and the groundwater remediation treatment system is currently shut down. Operation of the groundwater remediation treatment system is required by the Site's Resource Conservation and Recovery Act Permit. As a result, AECOM is requesting permission to bypass the GAC unit and continue operating the system with treatment via air stripping only. The attached Figure 1 summarizes tetrachloroethylene (PCE) concentrations detected in air stripper effluent samples collected between 2014 and 2017. As shown, the highest post -air stripper PCE concentration detected during this time was 8.8 micrograms per liter (Ng/L), which is below the NPDES Discharge Limit of 17 pg/L. Analytical results for the most recent air stripper effluent sample (collected May 1, 2017) are summarized on Table 1. Cis-1,2-dichiroethylene was detected at 0.81 pg/L. No other compounds were detected above laboratory detection limits. AECOM is currently investigating the cause of the leak and exploring options for replacing the GAC unit Options being considered include installing a replacement GAC unit or eliminating GAC treatment in favor of a secondary air stripping unit Based on the existing air stripper's ability to meet NPDES discharge limits, as demonstrated by the data presented on Figure 1, AECOM is requesting permission to continue operating the system without the GAC unit while replacement options are investigated. Please note that the facility's NPDES Permit expired on June 30, 2014; however, Alcatel -Lucent submitted the permit renewal application to the Division of Water Resources on December 31, 2013. Because the facility requested renewal of the permit at least 180 days prior to the expiration date, the facility is automatically authorized to discharge beyond the permit expiration date, as stated in permit condition II.B.10. e2ihl it 'J ret ke5� wAelI 0 !
