Hello,
Please find attached a Minor Modification of CAMA Permit No. 224-87 authorizing one time excavation by
pipeline dredge of two areas of Hatteras Inlet with dimensions of 150 feet in width and totaling approximately
1,200 feet in length. The authorized excavation will result in the removal of approximately 73,000 cubic yards
of material, which will be placed in the existing spoil site on Ocracoke Island.

, as requested in the permittee's application letter dated 11/9/15, includine
the attached workplan drawings (5): 3 dated 10/27/15, 1 dated 10/26/15.and 1 dated as received on 11/5/15.
This permit, issued on 11 /19/15 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
NOTE: This Minor Modification supercedes in its entirety the Minor Modification issued on 9/1/15.
Any proposal to expand the dredge footprint or to utilize a sidecast dredge either now or in
the future shall require additional approval from the Division.
1) Unless specifically altered herein, this Minor Modification authorizes one time excavation by pipeline
dredge of two areas of Hatteras Inlet with dimensions of 150 feet in width and totaling approximately
1,200 feet in length. The authorized excavation will result in the removal of approximately 73,000
cubic yards of material, which will be placed in the existing spoil site on Ocracoke Island, all as
depicted on the attached workplan drawings.
2) Excavation shall not exceed -12 feet below the mean low water level. In no case shall the depth of
excavation exceed the depth of connecting waters.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2016
In issuing this permit, the State of North Carolina agrees
zhat your project is consistent with the North Carolina Coastal
Management Program.
Signed by the authority of the Secretary of DEQ and the
Chairman of the Coastal Resources Commission.

ADDITIONAL CONDITIONS
3) The excavation of submerged aquatic vegetation (SAV) is not authorized.

4) If, during project activity, submerged materials of archaeological significance are encountered, the
permittee shall immediately cease wark and notify the Division of Coastal Management (DCM).
5) Nothing in this permit authorizes any activity which has not received approval from the National Park
Service (NPS) for work within the Cape Hatteras National Seashore. The proposed work shall not
commence until the permittee has been issued a Special Use Permit from the NPS, if one is required, and a
copy of the Special Use Permit is received by DCM.
6) The N.C. Division of Water Resources (DWR) authorized the proposed project on 11/18/15 (DWR Project
No. 20151120) under General Water Quality Certification No. 3894. Any violation of the Certification
approved by DWR shall be considered a violation of this CAMA permit.
NOTE: The U.S. Army Corps of Engineers authorized the proposed project under Nationwide Permit
Number 35 (COE Action ID No. SAW-2014-00322), which was issued on 11/16/15.
7) The permittee and/or his contractor shall contact the DCM Transportation Project Field Representative in
Elizabeth City at (252) 264-3901 to request a preconstruction conference.
8) This Minor Modification does not eliminate the need to obtain any additional permits, approvals or
authorizations that may be required.
9) If it is determined that additional permanent and/or temporary impacts are necessary that are not shown on
the attached workplan drawing or described in the authorization request, a permit modification and/or
additional authorization from DCM may be required. In addition, any changes in the approved plan may
also require a permit modification and/or additional authorization from DCM. The permittee shall contact
a representative of DCM prior to commencement of any such activity for this determination and any
permit modification.
10) This Minor Modification shall be attached to the original of Permit No. 224-87, which was issued on
11/20/87, as well as all subsequent modifications, renewals and letters of refinement, and copies of all
documents shall be readily available on site when a Division representative inspects the project for
compliance.
11) All conditions and stipulations of the active permit remain in force under this Minor Modification unless
altered herein.
NOTE: A minor modification application processing fee of $100 was received by DCM for this project.
