Subject: Request for Modification to NPDES Permit

Nutrient Credits Transferred: 15,000 lbs Nitrogen
Dear Mr. Montebello,
The International Paper- New Bern Mill requests a modification to the current NPDES permit NC0003191.
The current NPDES permit covers discharges from the existing onsite wastewater treatment system to the
Neuse River, currently classified SC-Swamp NSW waters in the Neuse River Basin.
The New Bern Mill has entered into a contract with City of Raleigh to make 15,000 lbs of the total nitrogen
load currently allocated in NPDES permit NC0003191 available to the City of Raleigh. The purchased
nitrogen allocation is from the 100%transport zone and being moved to the 50%transport zone which
equates to an end of pipe allocation at the Neuse River RRF of 30,000 pounds. Upon execution, this
modification is a permanent transfer of total nitrogen load. An Agreement of Purchase and Sale of Nitrogen
Allocation (The Agreement) has been executed by both International Paper- New Bern Mill and City of
Raleigh with a full implementation targeted on or before of March 31, 2024.
The New Bern Mill requests the NPDES permit limit for total annual nitrogen load be reduced to 261,828
lbs/year in accordance with The Agreement targeting an effective date on or before March 31, 2024. The
final nitrogen load for IP- New Bern Mill reflects the previous permit modification submitted on October 13,
2023 with Johnston County for an additional transfer of 10,000 lbs of nitrogen credits.
