Ward Water Treatment Facility 2011 East Kivett Drive High Point Guilford County to receiving waters designated as an unnamed tributary to Richland Creek in the Cape Fear River Basin in accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III, and IV hereof. Continue to operate two settling lagoons each holding 10 million gallons at a facility located at Water Filtration Plant, 2011 East Kivett Drive, High Point, Guilford County (See Part III of this Permit), and 2. Discharge from said treatment works at the location specified on the attached map into an unnamed tributary to Richland Creek which is classified Class C waters in the Cape Fear River Basin. A. (). EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS FINAL Permit No. NCO081256 During the period beginning on the effective date of the permit and lasting until expiration, the Permittee is authorized to discharge from outfall(s) serial number 001. If the turbidity exceeds these levels due to natural background conditions, the discharge level cannot cause any increase in the turbidity in the receiving water. All samples collected should be of a representative discharge. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored weekly at the effluent by grab sample. There shall be no discharge of floating solids or visible foam in other than trace amounts. Describe receiving stream features and pertinent downstream uses: The UT flows under a railroad and under Kivett Drive and then enters Richland Creek. Richland Creek flows through residential and industrial areas and receives the Eastside High Point WWTP discharge. Part II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS a. Volume of Wastewater to be permitted: The current permit does not have a Flow limit, it only requires monitoring of the discharge. Usually, the maximum volume of water generated daily as a result of filter backwash, is approximately 550,000 gallons. This volume varies depending on the amount of treated water the plant is generating but, 550,000 gallons would normally be the maximum. b. What is the current permitted capacity of the Waste Water Treatment facility? No Flow limit - see question above. C. Actual treatment capacity of the current facility (current design capacity)? As explained above, the volume of water discharged daily will vary. There are two (2) settling lagoons approximately 10 MGD each to treat the discharge. d. Date(s) and construction activities allowed by previous Authorizations to Construct issued in the previous two years. None. e. Please provide a description of existing or substantially constructed wastewater treatment facilities; The treatment system consists of two (2) large lagoons of 10 MG capacity each (and a decant pool which is not used because the settled water is no longer recycled) and a parshall flume for flow measurement of the discharge. Flow to these lagoons is comprised of the filter backwash which occurs on a regular schedule. Also, washdown and alum sludge from the settling basins, which are cleaned out once per year, goes to the lagoons. In the lagoons, the alum sludge and the sediment from the filter backwash settles out and the supernate is discharged. The NPDES Permit Staff Report Version 10/92 Page 2 sludge is dredged out of the lagoon and put on drying beds to be disposed of later in a landfill. f.
