Dear Ms. Gray:
The Division has received and reviewed your request to change the Facility name for the subject
permit. We do not object to your request. The Division hereby issues this modification to NC0081736,
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007
(or as subsequently amended).
NOTE: This modification changes the facility name only. No other changes to permit have been
made. Insert the enclosed pages into your permit and discard the old pages.
If any parts, measurement frequencies or sampling requirements contained in this modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
This permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements
to obtain other permits which may be required by any other Federal, State, or Local governmental

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELEVIINATION SYSTEM
In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,

is hereby authorized to discharge wastewater from a facility located at the
Melinda K. Knoerzer Adaptive Ecosystem Wastewater Treatment Facility
469 Quality Way
Wilmington
Pender County
to receiving waters designated as the Cape Fear River in the Cape Fear River Basin in accordance with effluent
limitations, monitoring requirements, and other conditions set forth in Parts I, IL III and IV hereof.
This permit shall become effective March 9, 2018.
This permit and authorization to discharge shall expire at midnight on July 31, 2021.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked, and as of this
issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive authority to operate
and discharge from this facility arises under the permit conditions, requirements, terms, and provisions included herein.
Pender County is hereby authorized to:
1. Construct and operate a 0.5 MGD wastewater treatment system (phase 1), utilizing existing outfall
001 and diffuser, to be located at the Melinda K. Knoerzer Adaptive Ecosystem Wastewater
Treatment Facility (469. Quality Way, Wilmington) in Pender County.
2. After receiving Authorization to Construct and upon submittal of engineer's certification, operate
a 4.0 MGD wastewater treatment system (phase 2) and new outfall 002 located adjacent to existing
outfall 001; and
3. Discharge from said treatment works at the location specified on the attached map into the Cape
Fear River, currently classified as C-Swamp PNA waters in subbasin 03-06-17 WC: 03030005]
of the Cape Fear River Basin.

Please accept this letter to make a formal WWTF name change for the referenced permit from the US
421 WWTF to the Melinda K. Knoercer Adaptive Ecosystem Wastewater Treatrnent Facility. This
name change occurred to honor a long time Pender County Utilities employee which passed away. I
recognize it Is a rather lengthy name but it does honor to both the individual and the WWTF
operations.
