Dear Mr. Keel:
This will confirm our recent telephone conversation and
personal communications with representatives of the City of
Wilmington and New Hanover County regarding the increase in
discharge flow rate at the existing point of discharge from
City of Wilmington's James A. Loughlin Wastewater Treatment
Plant. Any increase in the discharge flow rate into the Cape
River at the existing location (either through expansion or
adding a new source) will result in more stringent effluent
limitations being applied to the renewal of the NPDES Permit
the

James A. Loughlin Wastewater Treatment Plant. The City was
advised at the time that the County was considering a discharge
permit that the effluent limitations outlined in the management
strategy for the Lower Cape Fear River would be applied if the
New Hanover County facility went on line or the Loughlin Plant
was expanded. The City was advised, if the existing discharge
flow rate was not increased, it was not likely that the effluent
limitations applied at the time of permit renewal would be more
stringent. This office encouraged and continues to support
regionalization rather than two separate treatment facilities.
The decision relative to redundancy rests in the professional
judgement of the design engineer, however, I would recommend at a
minimum the design include any appurtenance necessary to allow
the rapid conversion to a back up disinfection system should the
need arise.

Dear Mr. Howard:
As a follow-up to a recent conversation with Mr. Dave Adkins of the
Wilmington Regional Office of the Division of Environmental
Management, this letter shall serve as an update to the progress of
the development of a New Hanover County's proposed 4.0 mgd
wastewater treatment facility. For your review, we are enclosing
a copy of the Concept Design Report that identifies the schedule
for submission of design plans and specifications by our
Consultant, Hobbs, Upchurch and Associates, P.A.
From a review of the Concept Design Report, you will see we are
currently targeting the submission of design plans and
specifications to your office for a receipt of an Authorization to
Construct around November, 1995. The Concept Design Report and
subsequent design of the new New Hanover County Wastewater
Treatment Facility has been impacted and delayed by the evaluation
of over nine (9) sites for the placement of the new wastewater
treatment facility.
Currently New Hanover County has placed an option on the preferred
site located immediately adjacent to the existing City of
W" mington Northside Wastewater Treatment Fac' ' v located on 23rd
Street. The design nis back under way and we anticipate being able
to keep in step with the implementation schedule as described in
the New Hanover County Concept Design Report. tp
