Final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted
for the construction of improvements to expand the existing 4 MGD Ash.bcro
Wastewater Treatment Plant to 6 MGD by new construction of one manual
and one mechanical bar screen, one aerated grit chamber, influent flow
m:easur ng, one primary clarifier, modifications to the existing trickling
filter pump station, one new trickling filter, a nitrification pump stations
a 3 stage/2 train pure oxygen type nitrification basic:, three final clari-
fiers with return sludge station, pure oxygen generation (PSA) and stan:i-
by oxygen (LOX) storage facilities, ozone generation-disi:.fection facili-
ties, polymer/caustic feed and storage facilities, new sludge thickering
facilities and improve rents to existing facilities, a dual digestion
system consisting of two new aerobic digesters and improvements to thc�
two existing anaerobic digesters and new gas -.ti'ization equipment,
improvements to the existing maintenance and laboratory buildings, and
in -plant flow metering and sampling equipment.
You are cautioned no: to advertise nor proceed with construction until
so notified by EPA.

l) The properd facilities are constructed in accordance with the
approved rla►s, specificati--s, and supporting documents.
2) The pror-.-.ed facilities are in compliance with the conditions
and lim:.(.:ations as specific in Permit No. NC0026123.
3) The propti�-ad nitrification -eatment system is placed in complete
operation prior to taking t, existing trickling filter pump
station of service for i� irovemer,ts .
