Post Construction Documentation for Restoration Systems Neuse 02 Nutrient Offset Umbrella Banking Instrument. Restoration Systems (RS) is providing the following post- construction documentation Foy Farm Bank Parcel (“Site”), DWR# 2021-1366v2. The Site is in Jones County, NC, approximately 3 miles west of the town of Trenton. The conservation easement was recorded, survey boundaries were marked with t posts, the soil was prepared, and trees and seeds were planted between January and February 2024. Installation of monitoring plots was completed in the last 30 days. The following more detailed summary of activities is provided, and a figure including the location of installed monitoring plots for riparian restoration, riparian enhancement, and riparian preservation is attached. Conservation Easement: Restoration Systems is the fee simple owner of the property on which the conservation easement is situated. North Carolina Wildlife Habitat holds the conservation easement. The Deed of Conservation Easement was recorded at the Jones County Register of Deeds on December 14, 2023; Bk 432, Pg 443. The Conversation Easement Plat was also recorded; Plat C141, Page 3 to C141 Page 5. Easement corners are currently marked with t-posts wrapped in PVC and high-visibility tape. Parcel Preparation: Historically, agricultural fields slated for restoration were in no-till agriculture and good condition. Typical field treatments were continued through the end of 2023. The power line crossing feature 3a has been removed. Planting Summary: The conservation easement area was planted with bare-root hardwood species on January 22, 2024. Approximately 49.80 acres were planted at an average density of 682 stems per acre on 8’ x 8’ spacing. The tree species planted were proposed in the Bank Parcel Development Plan (BPDP) and are listed below in Table 1. White oak (Quercus alba), referenced in Table 6 under “Proposed Substitutes” of the proposed DPBP, was substituted for Willow oak (Quercus phellos) and is added to Table 1 in red. A photolog of planting efforts is attached. Species not initially reported in the approved BPDP have been added in red. Seeding was completed in February 2024.
