My staff has reviewed your request for speculative limits for a proposed expansion of the
Asheboro W WTP from 6.0 MGD to a capacity between 9.0 and 12.0 MGD. A discharge to either
Hasketts Creek or the Deep River will result in stringent limits. Since Hasketts Creek has a 7Q 10
flow of zero cfs, limits will be 5 mg/l for BOD5 and 1 mg/l for NH3-N. The instream waste
concentration will remain at 100% and metals will be limited to the water quality standards. Given
that the 7Q 10 at the proposed relocation point is 8.0 cfs, the Deep River will provide greater
assimilative capacity though stringent treatment limits will be required due to interaction with other
discharges in the basin.
The Division is initiating a basinwide management strategy for the state. All NPDES permits
within a given basin will be renewed in the same year allowing the Division to examine interaction
among all point and non -point sources of pollutants for that basin. The basin plan for the Cape Fear
River should be promulgated by 1996. In the meantime, discharge limits will be based on existing
procedures. Currently, all new or expanding discharges to the Deep River receive limits of 5 mg/1
for BOD5 and 2 mg/l for NH3-N or less due to chronic problems meeting the dissolved oxygen
standards in the river during the summer months. Metals limits and/or monitoring requirements will
be determined based on the nature of the effluent. The following metals limits have been estimated
based on existing pretreatment information and interaction with the Randleman W WTP discharge.

Black & Veatch has initiated a study to determine expansion needs for
the City of Asheboro's municipal wastewater treatment plant. The
existing plant has a capacity of 6.0 million gallons per day and
discharges to Hasketts Creek (see attached map).
It is anticipated that the wastewater treatment plant will be expanded
to a capacity between 9.0 and 12.0 mgd. Points of discharge to be
considered are (1) the existing discharge point at Hasketts Creek and
(2) to the Deep River discharge point, also shown on the attached map.
Please provide preliminary effluent limits for the two discharge points
being considered at wastewater treatment plant capacities of 9.0 and
12.0 mgd. We are presently preparing a discharge permit application for
these two discharge points.
