REQUEST FOR MORE INFORMATION: DIFFUSE FLOW PLAN
Dear Mr. O'Neal:
On July 10, 2007, the Division of Water Quality (DWQ) issued an After-the-Fact 401 Water Quality
Certification to place fill within or otherwise permanently impact 8 linear feet of perennial stream, and
temporarily impact 882 square feet of Zone 1 Neuse River basin protected riparian buffers, to construct the
proposed stormwater drainage connection. In order to meet Condition 8 of the 401 Certification for this.
project, a diffuse flow plan was received by the DWQ on October 15, 2007. The DWQ has determined that
your diffuse. flow plan was incomplete as discussed below
Additional Information Requested
The slope in the filter strip (i.e., the land between the level spreader lip and the top of streambank)
appears to be greater than 16 percent (assuming one-foot contour intervals -the contour lines are
not labeled). This slope exceeds the 8 percent maximum filter strip slope that is allowed downslope
of a level spreader. Since diffuse flow cannot be established at this location, a stormwater BMP (or
combination of BMPs) that removes a minimum of 85 percent of TSS and 30 percent of total
nitrogen must provided. All BMPs must be designed in accordance with the most recent version of
the DWQ BMP Manual and should be designed to handle the stormwater flows at the ultimate
build-out condition.
2. In your resubmittal, please provide one completed BMP Supplement Form for each proposed
stormwater BMP. The BMP Supplement Form must include both worksheets (Design Summary
and Required Items Checklist) as well as all required items. The BMP Manual and BMP
Supplement Forms are available at the following web site:

The DWQ will require the above additional information to finalize review of the stormwater management
plan for the subject property. Please provide the following information so that we may continue to review
