Enclosed for your review, approval and file is a copy of the Town of Weldon's
Pretreatment Annual Report (PAR) for the year 2023.
On February 13, 2023, the Town of Weldon received a Significant Industrial User Permit
Application from Roseburg Forest Products. On April 26, 2023 the town requested the
reactivation. of our Pretreatment Program. With the help of the Pretreatment Unit, the
town issued Roseburg Forest Products an IUP on 6/l/23. On June 28, 2023, the town
received a letter requesting authorization to construct to connect to the town's collection
system/pump station. On June 30, 2023 while working on the town's pump station on
Roseburg's site, it was determined that Roseburg Forest Products had connected to the
Town's Pump station wet -well prior to receiving an Authorization to Construct. On July
18, 2023 the town met with Roseburg officials to discuss the Authorization to Construct
and what had already been install. On July 25, 2023 the town sent the facility a Notice of
Violation for violating Part II General Condition 26 of their IUP. The town required the
facility to both rumoru trio oolmoction and imiull corusction in accordatrcc to plans anti
specs or have a consulting engineer provide a certification statement stating the installed
connection will work and revised plans and specs and resubmit. The town received the
engineers certification statement and revised plans and spec and on October 5, 2023 an
authorization to construct was issued to Roseburg Forest Products.

cordance with Federal and
State Regulations is hereby giv-
ing Public Notice. Listed below
are Significant Industrial Users
there were in significant non-
compliance (SNC) with nation-
al pretreatment regulations, 40
CFR Part 403, and state pre-
treatment regulations, 15
NCAC 2H .0900, and local pre-
treatment regulations during the
period of July 1 thru December
31, 2023,

mit General Conditions
The industry connected to the
town's collection system
without requesting an Authoriz-
ation to Construct (A to C). The
industry has taken corrective
actions to resolve the SNC and
implemented guidance to en-
sure continued compliance with
their Ind'dstrial User Permit.
