A North Carolina Division of Marine Fisheries (DMF) Fisheries Resource Specialist has
reviewed the CAMA Permit application for proposed actions that impact fish and fish
habitats. The proposed project is located at 1913/ 1917 Atlantic Drive, New Hanover
County adjacent to the AIWW and Middle Sound. The waters of the AIWW are classified
SA-ORW by the Division of Water Quality, are not designated as a Primary Nursery Area
(PNA) by the N.C. Division of Marine Fisheries and are closed to the harvest of shellfish.
The applicant proposes to dredge waterward the existing private docking facility and
under the existing boat lifts and floating platforms to a maximum depth of -3' Normal Low
Water (NLW) within the AIWW. The proposed dredge footprint area is approximately 10,
200 ft2 and is currently proposed within and next to mapped Submerged Aquatic
Vegetation (SAV). The Division does not support new dredging within SAV habitat, which is
defined as the presence of SAV and mapped SAV within the past 10 years.
SAV is a vital component to the estuarine system and is prime nursery area for many
fisheries species, such as gag grouper, flounder, red drum, black sea bass, weakfish and
Atlantic croaker. SAV supports high diversity of foraging fish and invertebrates and
provides valuable ecosystem services as a primary producer and enhancer of water quality.
SAV filters water, stabilizes sediment and provides refuge for juvenile finfish, crabs and
shrimp.
The proposed dredging template has the potential to impact SAV species directly and
indirectly through removal and sloughing. The Division objects to dredging within the
mapped SAV habitat. To prevent indirect impacts through sloughing, which occurs as a
result of gravity normalizing slopes of a dredged area, the Division recommends a buffer
around mapped SAV habitat with a 3:1 ratio of the depth of the dredge cut.

To prevent further impacts to nearby SAV beds from suspended sedimentation caused by
dredging, the Division requests a moratorium on in -water work, to include dredging, from
1 April to 30 September.
