Shane Fletcher, Residuals Management Coordinator, was present during the entire inspection.A review of records, belt press facility, and residuals storage were completed at the South WWTP. The digesters, rotary press, residuals loading area, the lime silo, and the lime/sludge mixing chambers at the East Burlington WWTP were reviewed. Past application activities and land application fields were reviewed as well. This review reflected compliance with the subject permit. All residuals produced at the South WWTP go through the belt press and are hauled by McGill. The South WWTP has 2.356 MG of storage in digestors and a covered building for the storage of cake, approximately 95 days. Residuals from the East Burlington WWTP are land applied. East has 1.138 MG of storage in digestors, (holds approximately 2 months'worth) before pump down is required. Residuals are produced in batches that are stored in individual digestors and applied by Synagro. Lime stabilization is used for both pathogen and vector requirements. Lime is stored in a silo with two basins attached. Residuals fill up the basins, and lime is mixed into the basin, then from there is loaded into a top loader tanker for transportation. Mr. Fletcher stated that there will be no changes in this process for the foreseeable future. Metals and nutrient samples are collected at the beginning of each month, and the results are used for the following month. Composite samples are collected from the storage digestors and directly from the tankers after lime treatment. TCLP is analyzed once a year. Metals and nutrient calculations are completed by Synagro before application activities commence for an individual batch of residuals.Synagro also calculates PAN and hydraulic loading for each individual field. Application rates are calculated to not exceed RYE for each field. Ongoing application activities were observed on Field #NC-CH-098. This application was set to conclude in December, weather permitting. At the application site, Synagro had a single tractor and tanker present. Active application was not occurring during the time of the inspection. Field Observations: NC-CH-098; Fields 2, 3, 6, 7, 8. 9 and 10. • Active land application was not occurring at the time of inspection due to heavy rain on Sunday. • Land Application took place last on 12/15/2023. • The application area was even with no visible ponding or runoff. • No limiting slopes were present in the field. • No odor or vectors were present. • Application was in the authorized area and the field buffers were appropriate. Additional buffers were added to areas that were unsuitable for application based on current site conditions, i.e. rock cropping areas. • Public access restriction signs were posted.
