The facility and records reviewed appeared to meet program requirements at the time of inspection; however, a soap -like, surface foam at the final water basin prevented visual assessment of water clarity in that basin. Per onsite conversation and follow-up communication, a new bag filter system was installed with covered housing, you confirmed approximate daily truck wash volume to the system (May 4th, 2023, email) and removal of solids from the system basins (phone) on May 15th, 2023. Since the inspection, this permit renewed on June 16th, 2023. MRO staff also received the following information from our Central Office Staff: If the facility can document that they meet the requirements of 15A NCAC 02U .0113(a)(14), then they can submit a recission request and we will rescind the permit. 15A NCAC 02U .0113(a)(14) states that: (a) The following utilizations of reclaimed water and closed -loop recycle activities shall be deemed to be permitted pursuant to G. S. 143-215. 1 (b), and it is not necessary for the Division to issue individual permits or coverage under a general permit for construction or operation of the following utilization systems provided the system does not result in any violations of surface water or groundwater standards, there is no unpermitted direct discharge to surface waters, and all criteria required for the specific system are met. a. (14) Recycling of rinse water at concrete mixing facilities for concrete mix removal from equipment provided the wastewater is contained within concrete structures, there is sufficient storage capacity to contain the runoff from a 24-hour, 25-year storm event plus one foot freeboard and the facility develops and maintains a spill control plan in the event of a wastewater release. An accordion type, bag unit is used to remove fines after the settling process. Heavy solids could be removed more frequently to improve settling and clarity of final reuse water. Water is reused in certain concrete mixes per their internal requirements. Solids are hauled for distribution or proper disposal by a third party. More frequent hauling could improve the overall process. The final basin — reuse water — clarity could not be adequately assessed due to soap -like, floating foam; however, that water was being utilized, so must have met their internal standards.
