Director NORTH CAROLINA Environmental Quality March 17, 2023 Michael and Shannon Elmore by email 11111 Huggins Run Road Harrisburg, North Carolina 28075 Subject: Non -Discharge Permit Inspection Wastewater Surface Irrigation System Permit #WQ0030259 — 11111 Huggins Run Rd SFR Cabarrus County Dear Mr. Elmore: Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection on February 8tn 2023. The MRO would like to thank you and your AQWA technician, Mr. Paul Smith, for your time during the site visit. Please note the following comments to maintain overall program compliance: Telemetry connection was found to be inoperable by AQWA staff. As of your March 6t", 2023, phone call, you were still working with your phone provider for repair. The primary control box, audible and visual alarms were working at the time of inspection. The visual alarm at the UV control box was not and likely needed bulb replacement. Per your AQWA technician, measures are in place for the system to cease discharge if the UV unit fails, and resulting high water level in the pump tank will trigger the (functioning) main control box physical alarms, until telemetry is repaired. Please inform the MRO when telemetry is repaired. Note Permit Condition IV.2. requires reporting to the MRO should your system go out of compliance. • Per onsite and follow-up conversations, you plan to add a pool and additional structures with bathrooms (no bedrooms) and will relocate irrigation equipment within the soils area previously assessed and approved by your soil scientist. You are currently working with an engineering contractor for designs and assistance with your permit modification. The required application forms and our Central Office contact information was emailed to you on February 10t", 2023. • Mr. Smith (AQWA) recommended tank pumping based on current solids depth(s) in septic and treatment tanks. You confirmed the tanks were pumped, during your March 6th, 2023, phone call. • Some dripline breaks were detected and repaired prior to MRO staff arrival, and one was repaired during the inspection; otherwise, treatment and irrigation equipment appeared to function properly at the time of inspection, and your inspection logbook was in good order. Owner assessed and determined the phone line break was on the provider end. As of last phone call on March 6th, 2023, the repair is ongoing. See Summary Section and Cover Letter. The 2-wire fence is down in some areas for current site work. Mr. Elmore was present for the inspection and to discuss plans for pool, pool house and barn construction with facilities. Mr. Elmore is working with a surveyor to ensure the drip field is relocated within formerly approved site area and setbacks. The driplines and junction boxes need to be relocated quickly for their protection as some construction is planned upon local county approval. MRO staff emailed additional information on February 10th, 2023, for modification application and central office (CO) permitting contact for assistance. Mr. Elmore is working with an engineering contractor for the permit modification and potential connection of additional bathrooms (no bedrooms) to the existing system. This item is highlighted in the Summary Section and Cover Letter.
