PROJECT SUMMARY: The applicant proposes to convert an existing commercial facility to a dry stack marina. Park Boat Company Dry Stack Marina Beaufort County Project Setting The project site is located at 980 US HWY17S adjacent to an unnamed tributary of the Tar River (locally known as Paradise Creek), near the City of Washington, in Beaufort County North Carolina. The 3.39 acre tract was the location of Park Boat Company's retail operation. At present, 154% of the project site is covered in impervious surface in a mixture of pavement, gravel, and structures. X12.3% of the Coastal Shorelines Area of Environmental Concern is covered by impervious surface. Existing struchires located on the upland portion of the project site include a centrally located sales showroom with a repair shop in the rear, gravel driveways and parking areas. Water dependent structures present inchide a boat ramp, small launch pier and dock, and the remains of a bulkhead. Vegetation on the tract is limited to lawn grasses and ornamental shrubs. The tract is bordered to the south by another commercial facility and to the north by a small commercial facility. Several other commercial facilities are located along that stretch of US HWY17S. This Luinamed tributary to the Tar River is not classified by the North Carolina Environmental Management Commission but the Tar River is classified as C/NSW near the project site. The Tar River near the project site is classified as an Inland Primary Nursery Area by the NC Wildlife Resources Commission. Project Description The applicant is proposing to reconfigure the existing boat sales and repair facility to a dry stack marina operation. The proposed dry stack will consist of two units capable of housing 225 boats. The dry stacks will be constructed with open sided steel frames and will sit on 130,703 ftZ concrete pad. The filling of (2,452 ft2 of 404 wetlands is proposed to create a X9,970 ftz concrete ramp and travel way for the lift system. Stormwater treatment measures are also proposed beneath the concrete. The existing showroom and office building will receive a X1,980 ftz addition to fiinction as a service shop. Fifty-four parking spaces are proposed to service the marina. The applicant is proposing to dredge a X540' X X40' X -5' channel in the adjacent unnamed tributary of the Tar River (locally known as Paradise Creelc). The work is proposed as maintenance of an existing channel based on work that was performed in the 1970s by the previous owner of the project site. No maintenance dredging has been conducted since then. Additional water dependent development includes the excavation of X250' X 14' X -5' boat basin to house 10 boat slips. Three X12' X ~3' catwalks and (3) X25' X t6' piers are proposed to service the boat slips and boat ramp. Access to the docking facility will be provided by X128' X ~6' of boardwalk along the shoreline south of the boat ramp and by f236' X f6' of boardwalk along the shoreline north of the boat ramp. An additional X93' X 6' elevated boardwalk is proposed along the south end of the travel lift ramp. The shoreline will be stabilized by X744' of bulkhead in a combination of new and replacement work. Anticipated Impacts The project as proposed will result in the dredging of X21,600 ft2 (1900 yds3) of creek bottom, shading of ±2,742 ft2 of creek bottom, X744 ft2 of creek bottom fill, X2,542 ft2 of fill in 404 wetlands, and, which will result in localized, short term, turbidity as a result of the marina and shoreline stabilization construction activities. Impacts due to upland development include the excavation of X2,729 ft= uplands. Mike Thomas DCM Park Boat Company Dry Stack Facility Major CAMA Permit Application October 11, 2007 PROPOSED PROJECT DESCRIPTION Introduction The proposed project involves the redevelopment of the former Park Boat Company facility located on Paradise Creek, fronting US Highway 17 South in Washington, Beaufort County, and approximately centered around latitude 35° 31' 59.21" north and longitude 77° 03' 25.67" west. A copy of the USGS Topographic Quadrangle-Washington, with the site identified, has been included as Appendix A. Proposed activities associated with the development, which require CAMA Major permitting include; maintenance dredge of 21,750 sf access channel in Paradise Creek to -5.0 ft below NWL (1,220 cu. yds.); excavation of 2,729 sf of uplands to create boat basin (slips); construction of 10 (14' x 25') wet slips; 2,1.84 sf of wooden walkways and 558 sf of wooden walkways over wetlands, 558 square feet of piers and finger piers (three 3' x 12' finger piers and three 25' by 6' piers). For the purposes of this permit, walkways are sited entirely over land. The applicants also propose to construct 1721f of retaining wall and a total of 744 If of bulkhead. The project design requires the fill of 2,452 sf of Section 404 non- coastal wetlands for the creation of 9,970 sf concrete loading area and ramp for the loading and unloading of boats from the dry stack. The proposed dry stack facility is 30,703 sf and will be capable of housing 225 boats at maximum capacity. Former Site Operation/Existing Structures The site has been used by Park Boat Company for boat service, sales and service for many years. Park Boat has moved their main showroom facility to a newer location. Existing structures on site include a dilapidated wooden bulkhead along the waterfront and a concrete boat ramp. The former showroom and repair shop (10,855 sf) along with several large gravel access roads and boat parking areas also remain on site. The existing structures are shown on the enclosed survey of the site (Russell M. Waters) included as Appendix B. Based on a survey of the existing buildings and gravel on site, there is currently 77,501.33 sf of impervious surfaces, with approximately 4,390.67 sf in the 30 feet CAMA AEC and 8,060.72 sf in the 50 feet DWQ Tar-Pamlico Buffer. There are currently no stormwater controls in place at the site, and based on the topographic surveys provided all surface runoff runs into the public trust. Dry Stack Facility The applicants propose to construct a 30,70 sf dry stack facility capable of housing 225 boats at maximum capacity. The dry stack will consist of a 30,702 sf impervious footprint with open sided steel roofs resting on concrete. The applicants may opt to construct a single steel roof structure within the same footprint (30,703 sf). A 9,970 sf concrete loading area for taking boats in and out of the water will also be constructed as part of the proposed development. For purposes of CAMA permitting, retaining wall refers to any structure used to retain soils/change in grade from upland area to upland areas. Bulkhead refer to retaining walls that divide uplands from waters or wetlands. 1 Park Boat Company CAMA Major Narrative Maintenance Dredging/Upland Excavation October 11, 2007 The applicants propose to maintenance dredge a channel in Paradise Creek to provide adequate water depths for boat access. The channel has a history of dredging and the proposed work is considered maintenance of a channel that has silted up in recent years. The site used to operate as Gaskins Marine in the 1970's. According to Charles Gaskins and Marshall Singleton (Marine Contractor), the canal adjacent to the property was opened up to approximately 50 feet and dredged to a total depth of 8.0 feet below normal water for a distance of more than 800 feet. Letters from Mr. Singleton and Mr. Gaskins stating their recollection of the dredging of Paradise Creek that occurred in the 1970's, have been included as Appendix C. The applicants propose to dredge a 21,750 sf channel in the creek to a maximum depth of 5.0 feet below normal water level. The average width of the creek is 55 feet and the average width of the proposed dredging is 40 feet. Based on the surveys provided by Russell Waters (Appendix B) widths of Paradise Creek range from more than 70 feet to 41 feet at the mouth of the creek leading into the project area. The applicants will maintain a 10 feet buffer from the opposite shoreline. A 10 feet buffer will allow for a two to one slope to the proposed project depth of 5.0 feet below normal water. Proposed project widths are shown on the enclosed site plans. The dredging will be performed using mechanical methods (ie. dragline or clamshell). A sediment fence will be erected on site and dredge spoils will be placed behind the fence and allowed to de-water before being used on site and/or loaded onto dump trucks using front end loaders and backhoes. Any extra dredge spoils will be transported to a 20 acre farm owned by Mr. Terry Smithwick. No wetlands will be crossed during the proposed work and all spoils will be kept on site or transferred to a property owned by the applicant. A site specific Erosion and Sedimentation Control Plan will be filed and obtained prior to initiation of dredging or any other land disturbing activities. It is recommended that dredging occur during the appropriate winter months (generally October 31 to February 15) to avoid unnecessary impacts to aquatic life. In addition to the maintenance excavation, the applicants propose to excavate 2,729 sf of uplands to create area for wet slips, additional channel width and area for boat loading and unloading associated with the proposed dry stack. The proposed excavation depth of the uplands is 5.0 feet below NWL. StructuresBoat Ramp Marine, or water dependent, structures associated with the proposed development include the construction of ten wet slips (14' x 25'), a concrete loading dock (to allow for the loading and unloading of boats from the water), bulkhead and replacement/reconfiguration of the existing boat ramp. The applicants propose to construct ten boat slips each 25 feet in length and 14 feet in width with three finger piers each measuring 12 feet in length and three feet in width at the dock tapering to one foot at the piling. The proposed slips and finger piers are shown on the enclosed site plan and details sheet. The applicants also propose to construct 2,184 sf of six feet wide wooden walkways and 924 sf of docks/platforms. For the purposes of CAMA permitting, docks and platforms are sited partially or entirely over water and walkways are sited entirely over land. The dry stack facility requires a loading area where a forklift can drop and retrieve boats. The proposed concrete loading area is 9,970 sf and will require the fill of approximately 2,452 sf of USACE Section 404 non-coastal wetlands. A wetlands delineation of the site was performed and confirmed by the USACE. The signed wetlands delineation plat has been included as Appendix D. The applicants propose to install a total of 744 if of bulkhead around the boat ramps, along the shore, and the proposed filled wetlands as shown on the enclosed site plan. In addition, the applicants propose to construct 172 linear feet of retaining wall along the west side of the site as shown of the attached site plans. Details of the bulkhead and retaining wall are shown on the enclosed site plans and details sheet. The existing concrete boat ramp is proposed to be realigned as shown on the attached site plans. Stormwater Management A Division of Water Quality Stormwater Management Permit for the upland development of the site will be pursued along with this permit request.
