I am responding to your inquiry sent September 27, 1989, requesting new limits
for the proper location of Forbush High School's discharge. A wasteload alloca-
tion request was received in July, 1987 for the existing unpermitted discharge
of Forbush High School into an unnamed tributary (UT) to Forbush Creek. The
USGS flow estimates for the UT give a drainage area of 0.14 square miles with
the average flow equal to 0.14 cfs and the 7Q10 and 30Q2 both equal to zero.
Therefore, the limits given for this location of discharge were 5(10) mg/1 BODS,
2(4) mg/l NH3N, and 6 mg/l DO for summer (winter). Your recent request has the
discharge on Forbush Creek as the correct location. The USGS flow estimates on
Forbush Creek give a drainage area of 21.2 square miles with the average flow
equal. to 21.0 afs, and the 7Q10 equal to 1.7 cfs. A Leve'•-P.. model hos.ba�n
developed for the discharge into Forbush Creek and the limits are as follows:

Please note that the above are proposed limits resulting from a speculative
wasteload allocation analysis. A formal application for an NPDES permit modifi-
cation needs to be submitted to our permitting unit before any modification of
this permit can be finalized.
