Division personnel have reviewed and approved your application. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143- 215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983, and as subsequently amended. There has been an additional change to the final permit that was not present in the draft permit previously sent to you. Monitoring (twice each month) for nutrients has been added to your permit, pursuant to the Tar -Pamlico Nutrient Sensitive Waters (NSW) Implementation Strategy. The NSW Implementation Strategy requires a total reduction in nutrients (total phosphorus and total nitrogen) within the Tar -Pamlico River basin. This requirement is being applied to all water -treatment plants in the basin. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh. North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Definitions Activated Sludge - shall mean a biological wastewater treatment process in which predominantly biodegradable polluntants in wastewater are absorbed, or adsorbed by living aerobic organisms and bacteria. Chemical Process - shall mean a wastewater pollution control system process consisting exclusively of the addition of chemicals to treat wastewater. Collection System - shall mean a continuous connections of pipelines, conduits, pumping stations, and other related constructions used to conduct wastewater to the water pollution control system. Electrodaalysis System - shall mean a system utlizing a selective separation of dissolved solids process that is based on electrical charge and diffusion through a semipermeable membrane. Physical Process - shall mean any water pollution control system process consisting of electrodialysis, adsorption, absorption, air stripping, gravimetric sedimentation, floation, and filtration as a means of treatment. Reverse Osmosis System - shall mean a system which utilizes solutions and semipermable membranes to separate and treat wastewater. Ultrafiltration System - shall mean a system which utilizes a membrane filter to remove pollutants from wastewater. Water Pollution Control System - shall mean any system for the collection, treatment, or disposal of wastewater and is classified under the provision of G.S. 90A-37. Our process is that of a typical surface water treatment plant with the following treatment steps of coagulation, flocculation, sedimentation, and filtration. The sludge that has accumulated during the sedimentation process is thickened and dewatered at our plate and frame filter press with the filter cake being disposed of in a land fill or with a local composting company, REUSE Technologies Incorporated. The thickened sludge is also hauled by Granville Farms of Oxford, North Carolina and land applied.
