Dear Mr. Blount:
The Division received your application for a wastewater discharge permit on July 28. 1999. Division
personnel have reviewed and approved your application. Accordingly, we are forwarding the attached NPDES
discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated December 6, 1983, and as subsequently amended.
There has been an additional change to the final permit that was not present in the draft permit
previously sent to you. Monitoring (twice each month) for nutrients has been added to your permit, pursuant to
the Tar -Pamlico Nutrient Sensitive Waters (NSW) Implementation Strategy. The NSW Implementation Strategy
requires a total reduction in nutrients (total phosphorus and total nitrogen) within the Tar -Pamlico River basin.
This requirement is being applied to all water -treatment plants in the basin.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service
Center, Raleigh. North Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of land Resources, the Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

to receiving waters designated as the Tar River in the Tar -Pamlico River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective March 1, 2000.
This permit and authorization to discharge shall expire at midnight on October 31, 2004.

1. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions, the discharge cannot cause
turbidity to increase in the receiving stream.
All samples must be collected from a typical discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
A. (2.) Nutrient Reduction Requirement
The Tar -Pamlico Nutrient Sensitive Waters (NSW) Implementation Strategy requires a total reduction
in nutrients (total phosphorus and total nitrogen) within the Tar -Pamlico River basin.
If requirements other than those listed in this permit are adopted as part of a future revision to the
NSW strategy, the Division reserves the right to reopen this permit and include those requirements.
If requirements other than those listed in this permit are adopted to prevent localized adverse
impacts to water quality, the Division reserves the right to reopen this permit and include those
requirements.

Reference is made to the above mentioned Draft National Pollutant
Discharge Elimination System Permit. We have reviewed this permit
application and determined that the proposed discharge will not be
sufficiently close to any existing or known proposed public water supply
intake so as to create an adverse effect on water quality.
We concur with the issuance of this permit provided the facility is
operated and maintained properly, the stated effluent limits are met prior to
discharge, and the discharge does not contravene the designated water
quality standards.

ROCKY MOUNT. THE DISCHARGE IS SUPERNATE FROM DEWATERING OF
ALUM SLUDGE. THE SLUDGE IS HAULED BY GRANVILLE FARMS. THE RRO

Systems which utilize the soil for subsurface treatment and disposal of wastewater
and/or are required to have a certified operator under 15A NCAC 18A.1961. ***

systems that may be classified under Rules .0302 through .0307 of this section shall be
subject to addional classification.
Definitions
Activated Sludge - shall mean a biological wastewater treatment process in which predominantly
biodegradable polluntants in wastewater are absorbed, or adsorbed by living aerobic organisms and
bacteria.
Chemical Process - shall mean a wastewater pollution control system process consisting
exclusively of the addition of chemicals to treat wastewater.
Collection System - shall mean a continuous connections of pipelines, conduits, pumping
stations, and other related constructions used to conduct wastewater to the water pollution
control system.
Electrodaalysis System - shall mean a system utlizing a selective separation of dissolved solids
process that is based on electrical charge and diffusion through a semipermeable membrane.
Physical Process - shall mean any water pollution control system process consisting of
electrodialysis, adsorption, absorption, air stripping, gravimetric sedimentation, floation, and
filtration as a means of treatment.
Reverse Osmosis System - shall mean a system which utilizes solutions and semipermable
membranes to separate and treat wastewater.
Ultrafiltration System - shall mean a system which utilizes a membrane filter to remove
pollutants from wastewater.
Water Pollution Control System - shall mean any system for the collection, treatment, or
disposal of wastewater and is classified under the provision of G.S. 90A-37.

Subject: NPDES Permit # NCO072125

Dear Sir:
This letter is to request for a permit renewal for NPDES permit # NCO072125 for
the Tar River Reservoir Water Treatment Plant located at the City of Rocky
Mount.
Our process is that of a typical surface water treatment plant with the following
treatment steps of coagulation, flocculation, sedimentation, and filtration. The
sludge that has accumulated during the sedimentation process is thickened and
dewatered at our plate and frame filter press with the filter cake being disposed
of in a land fill or with a local composting company, REUSE Technologies
Incorporated. The thickened sludge is also hauled by Granville Farms of
Oxford, North Carolina and land applied.
