The treatment process for raw water consists of mixing with polyaluminum chloride, flocculation with polymer, gravity settling and mixed media filtration. Backwash is discharged to parallel sedimentation basins where gravity settling occurs and then discharged to unnamed tributary to Naked Creek. The existing treatment components at the water treatment plant are the following: • Raw water storage pond • Two (2) mixing chambers • Two (2) settling basins • Two (2) filters • Two (2) 300,000-gallon sedimentation basins in parallel • Clearwell Chemical usage consists o£ • Soda Ash • Orthophosphate • Polyaluminum chloride • Cationic dry polymer • Chlorine Fact Sheet for Permit Renewal Jan 2024 - NPDES Permit NCO083470 - Page 1 RENEWAL SUMMARY This renewal contains the following changes: • Updated the list of chemicals used for treatment on the Supplement to Cover Sheet. • Corrected rule citation for the facility classification in A. (1). • Reduced monitoring for Turbidity to Monthly in A. (1) and removed the footnote, per 2020 WTP guidance. • Updated WET testing to Pass/Fail limit per updated WTP guidance. Sections A. (1) and A. (2) have been updated. Removed Schedule of Compliance condition and footnote in A. (1) as the deadline for compliance with Total Copper limits has passed. Facility should be capable of meeting the limits in the permit. Updated Section A. (3) to reflect current federal requirements for Electronic Reporting of Discharge Monitoring Reports. COMPLIANCE HISTORY Jefferson WTP has no enforcements on record since the permit was originally issued in 1994. The most recent inspection (June 2023) showed the facility to be non -compliant, noting that the permittee failed to provide a Corrective Action Plan by November 2021 and a Report of Actions Taken by November 2022. These were requirements of the Schedule of Compliance condition for Total Copper limits, and an NOV was sent for these violations of the permit. There were no other NOVs generated during the last permit cycle. NCG59 GENERAL PERMIT ELIGIBILITY • They've passed > 75% of TOX tests within the last 4 years — eligible • They've passed all TOX tests within the last year - eligible • Copper limits required based on most recent RPA — ineligible • Conclusion: Ineligible for NCG59 General Permit. WHOLE EFFLUENT TOXICITY (WET) TESTING In accordance with current strategies designating this facility as a conventional water treatment plant to freshwater, WET testing is required in this permit as Quarterly, Chronic [TGP3B] Pass/Fall Limit with Ceriodaphnia dubia at an effluent concentration of 10.7%. This facility has passed every toxicity test except one (April 2020) in the last 4 years. Per updated guidance for conventional water treatment plants, the WET testing has been changed from monitoring only to a Pass/Fail limit. REASONABLE POTENTIAL ANALYSIS A reasonable potential analysis (RPA) was performed for a discharger going to a freshwater stream. A flow (Qw) of 0.01 MGD was used based on the maximum, monthly average flow between Sept 2020 and Aug 2023. Based on this analysis, the following permitting actions are proposed for this permit: • Copper — reasonable potential to exceed water quality standards; keep monthly monitoring with limits COMMENTS ON DRAFT PERMIT • Aquatic Toxicity Branch approves of the draft permit and has no additional comments.
