The subject individual NPDES permit issued on July 26, 2002 has been modified as per your request. Please
find attached the modified sections of this permit, and replace the old pages with the modified pages. This
permit modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated
December 6,1983 (and as subsequently amended).
The following permit modifications are authorized by this letter:
Removal of instream monitoring for fecal coliform as per the April 2002 Guidance
Regarding Fecal Coliform Monitoring for municipal and domestic wastewater permits. A
2001-2003 DMR data review revealed no correlation between effluent and instream fecal
coliform levels.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter
150B of the North Carolina General Statutes, and filed with the office of Administrative Hearings, Post Office
Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such a demand is made, this permit shall be final
and binding.
Please take notice that this permit is not transferable. Part IL EA addresses the requirements to be followed in
case of change in ownership or control of this discharge.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management
Act, or any other Federal or Local governmental permits may be required.

Beginning on the effective date of this permit and lasting until expiration, the Permittee is authorized to discharge

1. U: Upstream at Cramerton Bridge. D: Downstream at Upper Armstrong Bridge.
2. The monthly average effluent BOD5 and TSS concentrations shall not exceed 15% of the respective influent
value (85% removal).
3. Ammonia weekly average limit to be developed at a later date; refer to Special Condition A (5).
4. Effluent limits for TRC and TP become effective January 1, 2005 based on the projected construction
completion date. However, monitoring requirements become effective on the permit effective date.
5. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
6. Refer to Special Condition -l(4);for Total Nitrogen Loading Calculations.
7. Chronic Toxicity (Ceriodapfiniuj at 4.7%; March, June. September and December (see Special Condition A (2)).
8. Refer to Special Condition A'�(3Yfb1;:Color Monitoring Requirements.
9. Upstream/downstream samples shall be collected 3/Week (June -September) and 1 /Week (October -May).
(Summer) = April 1- October 31
(Winter) = November 1 - March 31
There shall be no discharge of floating solids or visible foam in other than trace amounts.

The Town of Cramerton requests a permit modification to reduce the fecal cwliform sampling
and analysis at the up and down stream stations from three times per week to once per week
during the summer months, (April 1 — October31).
Our budget restraints have caused us to limit our wastewater laboratory staff to one technician.

Toya, there's a modification request from the Town of Cramerton on my desk. I didn't
get it resolved and I'm hoping you can.
The Town requested a reduction in fecal monitoring instream. They offered no data in
support of the request. I received a call from the Town before I could return the
request. I told the man who called that "we don't wanna" isn't sufficient reason for
us to reduce monitoring. He countered that we had allowed this modification for the
City of Mount Holly, a nearby WWTP in the same watershed.
I told him I was returning the request, but that Cramerton could re -submit it with
supporting data. If the data showed that the instream fecal concentrations weren't
affected by the effluent, we might reduce the monitoring.
Unfortunately, the request got buried and I never returned it. Here's what I need
you to do:
1. Research the change in fecal monitoring for the Mount Holly WWTP (NC0021156).
See if you can determine why instream fecal monitoring was reduced.
2. Contact the Town of Cramerton and explain the mix-up on my part. Ask if they want
to submit data in support of the original request, and have them send it to you if
they do.
3. If they don't want to pursue this, write a return letter and send back the
original request.
4. If they submit the data, evaluate it and see if there is cause to reduce the
monitoring. Mark and/or Susan can help you with this.
5. Respond to the data submission with either a permit modification or a letter
saying why the monitoring must remain as -is.

INSTREAM CONDUCTIVITY AND FECAL COLIFORM MONITORING
GUIDANCE
Fecal coliform monitoring:
Instream monitoring for fecal coliform may be removed from municipal or domestic
wastewater permits (major or minor), unless the water body is impaired due to coliform
or is a Class B waterbody.
Conductivity monitoring:
Instream monitoring for conductivity may be removed from all 1000/6 domestic
wastewater permits.
Instream conductivity monitoring must remain for industrial discharges and domestic
discharges that have a pretreatment program.
