Dear Keyes,
I am sending the enclosed information to you to satisfy the requirements for the 2023 Pretreatment
Annual Report. Harnett County Public Utilities' North Harnett Regional WWTP is considered a full
program. Our permitted flow is now 7.5 MGD. We currently have one categorical user, Bulldog Hose in
Angier. We also have several local municipalities discharging to us.The Town of Fuquay-Varina (Kenneth
Branch area) began discharging to the N. Harnett Regional Plant on July 5, 2007. The Town of Fuquay-
Varina is classified as a Satellite POTW. We are currently sampling weekly for BOD,TSS, NH3,TKN,TP,
and monthly for metals from the meter vault. Other pollutants may be added as deemed necessary to
protect the North Regional Plant. We have an IJA with Fuquay-Varina that was approved by PERCS in
2009.
The Town of Angier also discharges to the North Harnett Plant.This started on May 3'd, 2010.The
second and third wastewater lines from Angier to Lillington are now contributing roughly 146,000 gpd.
We have an IJA with Angier that was approved by PERCS in November 2013.The Town is classified as a
Satellite POTW. Harnett County is currently sampling from the Angier Meter Vault on a monthly basis.
We test for BOD,TSS, NH3, metals,TKN,TP and Oil and Grease. 0&G is required of the Bulldog Hose
facility since they are a categorical discharger(428 and 463)and O&G is required by EPA.The Town is
maintaining control of their collection system as well as their FOG program.
The County is responsible for the Pretreatment Program in Angier, including the Bulldog Hose Plant.
Their limit for O/G is 100 mg/I.Samples are collected at the sampling port past the after-cooler.They
had some issues finding an appropriate method of recording flow, but now have remedied that, as well
as changing out the lubricant for the nipples on the hose to reduce O/G.
The South Harnett Wastewater Plant is a 15MGD plant located on Shady Grove Road in Spring Lake. A
Long Term Monitoring plan was developed and the plant is considered a full program.We have
submitted a HWA in June 2022. The permit for the CHARA group to dispose of coal ash leachate from a
Duke Power site in Moncure, NC was extended (or modified)for another year.Sampling requirements
are currently quarterly. Contributions are lower than last year as CHARA is working on closure of the

site. We have ended our agreement with the Sampson County landfill to pump and haul leachate from
the landfill site.
The enclosed Pretreatment Program Information Database is complete and accurate.
