SUBJECT: Phenols Limitations, Burlington Ind., W. F. Lord Plant
Gaston County, North Carolina
In response to your July 11, 1979 memo to Mr. A. C. Turnage, I have
attached a copy of the analysis done for the phenols limitation.
As noted on the attached copy of part of 2B .0211, the phenols standard
for A -II waters is 1 u9/1 (0.001 mg/1). This standard will remain
the same if the proposed water quality standards update, which will
be presented to the EMC at their August meeting, is adopted. Please
note that in the dilution calculation that no phenols are assumed to
be present above the discharger. This in itself is a nonconservative
assumption from a water quality standpoint.

(�) Best Usage of Waters. Source of water supply for
drinking, culinary, or food -processing purposes and any
other best usage requiring waters of lower quality;
(2) Conditions Related to Best Usage. The waters, if
subjected to approved treatment equal to coagulation,
sedimentation, filtration and disinfection with
additional treatment if necessary to remove naturally
present impurities, will meet the "Public Health
service Drinking water Standards" and will be
considered safe for drinking, culinary, or food -
processing purposes;
(3) Quality standards applicable to class A -II waters:
(A) floating solids; settleable solids; sludge
deposits: only such amounts attributable to
sewage, industrial wastes or other wastes as will
not, after reasonable opportunity for dilution and
mixture of same with the receiving waters, make
the waters unsafe or unsuitable as a source of
water supply for drinking, culinary, .or food -
processing purposes, injurious to fish and
wildlife, or impair the waters for any other best
usage established for this class;
(B) sewage, industrial wastes, or other wastes: none
which are not effectively treated to the
satisfaction of the commission and in accordance
with the requirements of the division of health
services;
(C) odor -producing substances contained in sewage,
industrial wastes, or other wastes: only such
amounts, whether alone or in combination with
other substances or wastes, as will not, after
reasonable opportunity for dilution and mixture of
same with receiving waters, cause taste and odor
difficulties in water supplies which cannot be
corrected by treatment as specified under
"conditions related to best usage," impair the
palatability of fish, or have a deleterious effect
upon any best usage established for waters of this

(E) pH: shall be normal for the waters in the area,
which generally shall range between 6.0 and 8.5
except that swamp waters may have a low of 4.3;
(F) total hardness: not greater than 100 parts per
1,000,000 at calcium carbonate;

Gaston County, North Carolina
Attached is a copy of a letter from Mr. Donald N. Wojek with Burlington
Industries regarding proposed limitations to be included in the NPDES Permit
to be reissued by the State. The Company was notified of their effluent
limitations by letter dated June 20, 1979. Mr. ':!ojek has r^quested a copy
of the computer program and values used for constants and variables for
establishing the proposed phenol limit as a water quality parameter to be
included in the Per:d t. Since this limitation yras established by the
Technical Services staff, the matter is being referred to Forrest 'Westall
for a response.
11r. i.'ojek is also concerned about the date t-ie proposed limitations will
become effective (i.e. - on the effective date of the Permit?). Apparently
the Company will not be able to comply with the phenol limitation. Such
being the case, could a Special Order by Consent be issued to the Company
providing for a construction schedule to meet the limitation, or could a time
schedule be established in the Permit itself, since the Company also treats
the wastewater from the Town of Cramerton?
This Office is unable to respond to the questions raised by Mr. Wojek
without further clarification regardino the phenols limit, and the time
schedule for compliance with that limit. Please advise as to when (and if)
compliance should be attained, and of the action the Company should take
(if any) to obtain a construction schedule.
If you require further information, please advise.

Have reviewed your June 20, 1979 letter presenting proposed effluent
limitations for the renewal of the referenced permit.
Your letter shows discharge limitations for monthly average, and week-
ly average. Mr. Keith Overcash was called July 3, 1979 and he confirmed
these to be daily average and daily maximum, respectively.
We are preparing a detailed plan of action in response to the discussion
of phenols in the second paragraph of your letter. This action plan 4ill
be completed, and a copy transmitted to you, on July 10, 1979. If
necessary and/or desirable, a meeting can be arranged in Mooresville or
Greensboro for the week of July 16, 1979.
We wish to point out that the City of Cramerton discharges waste water
to our waste plant. It is possible that the phenols may originate with
City wastes. If so, locating the source could be an impossible task.
Your letter indicates phenols discharge limitation is water quality
limited. We would appreciate receiving, as soon as possible, a copy
of the computer program and values used for constants and variables.
We would like to compare your program and data to our program.
Your third paragraph states discharge limitations will be effective -on
the date of issuance of the renewed permit. Please advise if phenols
will also be enforceable at that time, or will phenols be enforceable
in accordance with a "compliance schedule".
