Good afternoon,
I wanted to make you all aware of our remediation plan/proposed schedule for the Buckeye Selma Terminal in Selma,
NC.
As you are aware, we had a release of roughly 37 barrels of gasoline from an 8-inch transfer line to the facility back in
December 2023. Emergency response activities occurred shortly after the release was discovered to isolate the line,
repair it, and put it back in service. During the response, the storm drain that collects runoff/groundwater from a large
portion of the facility was plugged in order to prevent dissolved phase contaminants from entering our on site retention
ponds that lead to our NPDES permitted outfall. That storm drain is still plugged as of today.
On Monday 2/26, our environmental consultant (GES) will be on site to mark out the areas of our excavation. Our utility
locate contractor will also be on site to clear those areas of any subsurface utilities. Next week we will also be setting up
our temporary stormwater treatment system. Our treatment system will pump/treat/discharge any water generated
during the project as well as any storm water we may possibly encounter. The system will include a pump in the
subsurface drain (where everything leads to) and dual phase carbon treatment. Water will be discharged from the
treatment system to the ponds and through the outfall. We will be sampling both the system effluent as well as the
pond discharge point weekly. This work is expected to begin Wednesday 2/28 and be done by the end of the day on
Thursday 2/29.
On 3/4, CCI, Inc. will mobilize to the site and begin excavation activities. This work is anticipated to last 10 days and
generate roughly 130 tons of material. Impacted soils will be removed and sent for treatment/disposal. The French drain
will also be replaced during this time. GES will be taking samples to confirm that all impacted material has been
removed. All excavations will be backfilled to grade with clean material. Following excavation, temporary monitoring
wells will also be installed to get a snapshot of groundwater conditions post source material removal. Results of the
temp well investigation will determine where our permanent monitoring wells are needed, if they are.
Buckeye will be sending out weekly emails to you all to update you on the progress.
