Pease Associates 2925 East Independence Blvd Charlotte, NC 28205 704 376-6423 /V,C_ coo &033 J ` 1.0 INTRODUCTION The Town of Cramerton (Cramerton) is located approximately one mile south of Highway 74 at 599 Eagle Road in Gaston County, North Carolina. Cramerton purchased a 4.0-MGD wastewater treatment plant (WWTP) from Collins. & Aikman Textile Company in September 1999. The existing 4.0-MGD WWTP meets present NPDES discharge limits; however, speculative limits for the permit -renewal this year will g P P Y include more stringent water quality limits. The current plant is an extended aeration process consisting of two basins with floating aerators, two final clarifiers, and a chlorine contact tank. Currently, the facility is utilizing one basin of the extended aeration process. The sludge process train consists of an aerobic digester with floating aerators, a belt press for dewatering and sludge drying beds (as backup). In addition to the new 4-MGD WWTP, Cramerton owns and operates an 0.2-MGD WWTP located on the south side of Cramerton between New Hope Road and the South Fork River. This WWTP is an extended aeration plant with final clarifiers, a chlorine contact tank, and sludge drying beds. Cramerton's wastewater collection system serves the entire town and provides service to areas outside the current town limits. The system includes two major pump stations, Riverside and Baltimore, and one minor pump station, Lineberger. The Riverside Pump Station pumps flow to the 4.0-MGD WWTP. The Baltimore and Lineberger Pump Stations direct flow primarily to the 0.2-MGD WWTP. Presently, the 4.0-MGD WWTP consistently meets all conventional discharge parameters with the exception of periodically exceeding residual chlorine. Speculative NPDES permit limits, however, were provided by the North Carolina Department of Environment and Natural Resources (NCDENR), Division of Water Quality (DWQ), for permits to be renewed in the lower Catawba River Basin. The discharge limits (described in Section 3.0), which require significant upgrades to the existing WWTP, include Total Nitrogen (TN), Total Phosphorus (TP), and residual chlorine. A Kruger AZ/O oxidation ditch process was selected as the nutrient -removal process (in addition to conventional treatment). A new. chlorine contact structure, which also includes effluent metering, post aeration, and an effluent pump station, was designed to meet the proposed residual chlorine limit. Cramerton WWTP Upgrade Design Report 1999043-OC Page 4 OF C2R An 1VC 40o 6 033 2.0 EXISTING FACILITIES The Cramerton WWTP is a secondary treatment facility with a present capacity of 4.0 MGD. The plant was originally constructed in the 1960's by Burlington Industries as the textile plant's effluent treatment facility. The plant was designed as an 8.0-MGD facility until the extended aeration basin was divided in half with an earthen dike in 1983. The major process units include preliminary treatment, consisting of a coarse mechanical bar screen; secondary treatment, consisting of extended aeration, secondary clarification, and chlorination; sludge handling, consisting of aerobic sludge digestion and dewatering of sludge by a belt press. The existing sludge drying beds are not presently used. Liquid sludge is hauled off for land application by a contracted service. A Flow Diagram of the proposed system is attached as Figure 1. All wastewater treatment facilities are protected from the 100-Year Flood. The 100-Year Flood elevation at the project site is 579 feet. 4.1 PRELIMINARY TREATMENT Screening: The existing Mechanical Bar Screen with one -inch bar spacing will be upgraded with new parts (gear reducer, motor, bearings, etc.) Influent Monitoring: The existing Influent Parshall Flume will be retrofitted to monitor flow, temperature, and pH. Grit Removal: A boundary layer Grit Removal System will be installed for grit removal of 100 micron or larger inorganics (i.e., sand). The system also includes a grit separator/classifier unit and dewatering unit. 4.2 BIOLOGICAL NUTRIENT REMOVAL (BNR) BNR will be utilized for the removal of COD, BOD, SS, Nitrogen, and Phosphorus. The BNR process will be designed for nitrification and denitrification and phosphorus removal, utilizing anaerobic; axoxic and oxic zones; internal recirculation of the MLSS; and external return of the activated sludge. The process will utilize the Kruger A2/O Oxidation Ditch Process, which will be constructed to treat an average daily flow of 4 MGD. The existing aeration basin that is not in service will be the site for the new oxidation ditch. Tables 4.1 through 4.5 summarize the design criteria and preliminary process parameters. The activated sludge is returned to the first anaerobic stage (AN)a) of the oxidation ditch. A portion of the return sludge flow may be wasted to the aerobic digester, which is controlled and metered automatically. A common return sludge pump station for both of the clarifiers is equipped with four submersible pumps. Each pump is equipped with a VFD to facilitate variation in the return sludge rate. The nominal capacity of each pump is 4 MGD (2,780 gpm). The turndown capability of each pump is approximately 50 percent. The maximum recommended overflow rate for BNR is 400 gpd/sf. 4.5 EFFLUENT STRUCTURE 4.5.1 Chlorine Contact/Dechlorination Chlorination and dechlorination will be utilized for disinfection. Disinfection is to be achieved through the application of a sodium hypochlorite (chlorine) solution injected into the wastewater in an open contact chamber. Sodium bisulfite will then be introduced into the chlorinated effluent to provide dechlorination. The contact tank is designed for a nominal contact time of approximately 30 minutes. Cramerton WWTP Upgrade Design Report 1999043-OC Page 13 drr OF 0?,41n /�c -000 (0653 The sodium hypochlorite (chlorination) system will be comprised of two 8,000- gallon FRP or polyethylene storage tanks, transfer pipe and appurtenances, metering pumps, recirculation pumps, safety equipment, and associated filling station and transfer controls. The sodium bisulfite (dechlorination) system will be comprised of one 5,000- gallon FRP or polyethylene storage tank with transfer pipe and appurtenances, a metering pump, a recirculation pump, safety equipment, and associated filling station and transfer controls. The sodium hypochlorite and sodium bisulfite will be stored in storage" tanks which will be equipped with support structure, manway, ultrasonic level meters, pressure relief, discharge, vent, recirculation, distribution and 'overflow connections. In the storage tanks, sodium hypochlorite (12.5% concentration) and sodium bisulfite (30% concentration) are mixed with water to form a 5.25% solution and up to 30% solution, respectively, that is metered/pumped to the respective injection points. The sodium hypochlorite and sodium bisulfite feed rates will be automatically controlled proportional to the effluent flow rate and residual . -chlorine concentration or by manual operation. The chlorine residual analyzer will determine the residual chlorine by amperometric measurement of total chlorine residual. The effluent metering station is a rectangular weir utilizing an ultrasonic level transmitter for water -level measurement. The metered effluent is discharged into an effluent discharge tank. Plant effluent will discharge to the receiving stream by gravity via a 36-inch DIP line. Under flood conditions, the 36-inch line will check off (by flapper check valve) resulting in the effluent discharge pumps operated with automatic letank filling with plant effluent. Three effluent vel controls will then pump the plant effluent to the receiving stream. Effluent discharge pump sizing criteria is given below: CHEMICAL STORAGE AND FEED FACILITIES In addition to the disinfection chemical system (Sodium Hypochlorite and Sodium Bisulfite), the Chemical Storage and Feed Facility includes alum, acetic acid storage tanks, recirculation pumps, metering pumps, a polymer feed system, and a spill containment/neutralization tank. The alum will be utilized for trimming of the phosphorus in the BNR effluent. Caustic soda and acetic acid will be utilized for pH adjustment. The acetic acid may also be added to enrich the influent with volatile fatty acids (add soluble BOD) to enhance the BNR process. An 8,000-gallon caustic storage tank, an 8,000-gallon alum tank, and an 8,000-gallon acetic storage tank will be added. Recirculation pumps will be added for the alum and caustic. Nominal tank dimensions for an 8,000-gallon-rated capacity shall be 10'-0" inside diameter x 15'-0" side height x 16'-0' top center height, not including accessories or insulation. The tank shall be vertical, cylindrical, with a flat bottom and hemiellipsoidal domed top. Cramerton WWTP Upgrade Design Report 1999043-OC Page 16 3 • ,YJC o0L-6a33 Materials of construction and structural characteristics of one of the 8,000-gallon tanks shall be rated suitable for storage of aluminum sulfate (alum) having a specific gravity of approximately 1.34 and a pH of approximately 3.5, at atmospheric pressure, with content temperature ranging up to 170' F and the other 8,000-gallon tank shall be rated suitable for storage of acetic acid at a concentration of 75% at a maximum temperature of 1800 F. . Metering pumps will be positive -displacement, diaphragm -action type, and either single -head or double -head units as indicated on the drawings. Pumps will be driven by 1/4-to-1/2-horsepower,115-volt motors. Pumps will be fitted with an SCR variable speed drive system. The SCR variable speed drive system consists of a 1/4- or 1/2-HP-DC motor with a tachometer generator mounted on the metering pump base on the specific pumps as listed. The SCR controller converts 115V AC to DC and is housed in a NEMA 12 enclosure complete with wall mounting brackets. Remote start/stop stations, speed potentiometers and speed indication meters shall be provided for those pumps requiring remote control. For each pump, a back pressure valve, a pressure relief valve, a pulsation dampener, and calibration chamber will be provided. Metering pumps for alum and caustic will be mild chemical series pumps and pumps for acids will be aggressive chemical series pumps. The digester volume is approximately 800,000-to-900,000 gallons. Two 75-HP surface aerators are utilized for mixing and aeration. Sludge is land applied as a liquid sludge by an independent contractor. ` An existing belt press is on site for sludge thickening/dewatering. Existing sludge drying beds will also be maintained for emergency sludge storage. The plant upgrade will include a walkway structure to facilitate both automatic and manual temperature measurement of the sludge. 5.0 CONSTRUCTION SEQUENCE PLAN It is intended that the Cramerton WWTP shall maintain present NPDES permit compliance during the proposed plant upgrade. To maintain compliance, a plan must be developed and implemented as a guideline for the general contractor to follow throughout the construction phases. This criterion is outlined in the following Construction Sequence Plan. Demolition of existing structures is limited to those units in the way of new structures to be constructed in Phase I only. Explained he would need to make a compelling argument to persuade DWQ to allow a new discharge.
