Cabarrus County Gold Hill, NC Dear Mr. Miller: Submitted are the PCN Application and the plans and specifications (Sheets 1 and 2) for the proposed stream crossing. The subject property is located near the intersection of St. Stephen Road and Old Mine Road (Figure 1). The property contains about 102 acres and is presently used for cattle grazing. A lime /sand mixture was deposited on the property and impacted a stream which is depicted on the USDA Soil Survey of Cabarrus County (Figure 2). Presently this material is being collected and stockpiled on -site. A stream crossing will be constructed to provide truck access to the stockpiled lime /sand mixture. Subsequently, the crossing will be used for farm access. The stream crossing consists of an 10.4 ft. high earth embankment with a 48 inch diameter, 60 ft. long reinforced concrete pipe (RCP). Review of the USFW data bases indicates the proposed stream crossing has a low potential to impact fisheries, endangered species and critical habitat. The Natural Heritage Program indicates that areas of significant importance are more than 650 ft. from the property. We appreciate serving you on this project.
