(PAR). This PAR is for the two 6-month periods, January 1, 2023 - June 30, 2023 and July 1, 2023 —
December 31, 2023.

Pretreatment Annual Report
Period: January 1, 2023 through December 31, 2023
The Town of Wilkesboro had three Significant Industrial Users, Tyson Foods Inc., Wilkes County Landfill,
and Ashe County Landfill, in the year of 2022. All SIUs have current permits that have been approved. All
discharge monitoring was performed by the respective industries' laboratories, private certified
laboratories, and the Town of Wilkesboro's Cub Creek Lab as outlined by the Pretreatment Program.
There was one SIU, Ashe County Landfill, with multiple exceedances that resulted significant
noncompliance for the second period of year of 2023. These exceedances are summarized below:
Ashe County Landfill (1005-01)

The SNC for Ashe County has been addressed with a permit limit increase for Copper. This is made
evident on the updated allocation table included.
The Town of Wilkesboro has completed the design phase of a plant upgrade. We are currently waiting
for the draft permit, ATC, and the final approval from the LGC. Construction is tentatively scheduled to
start in the fall of 2024. This upgrade will address many of the SIU exceedance concerns and allow for
additional allocation to industries facing stringent limits that they have previously faced difficulties
meeting. Also, the summary for Tyson Foods list multiple exceedances of current permit limits.
However, these were temporarily allowed because we are working together to run trial operational
changes to simulate how their pretreatment basins will need to be controlled for the plant upgrade. This
is why no notices of noncompliance or violations were issued. This has raised no concerns for the
current operations of the wastewater plant and we have remained compliant within these parameters.
Continuous additional analysis is being completed for evaluation by engineers, the Town, and all SIUs to
ensure future compliance, especially once the plant upgrade is complete.

OF SIU WASTEWATER
PERMIT VIOLATIONS
The Town of Wilkesboro, in ac-
cordance with Federal and
State regulations, is hereby giv-
ing Public Notice, For the
second six-month period in the
year 2023, one of the three sig-
nificant industrial users, Ashe
County Landfill, received two
notices of violations for a single
parameter. This resulted in this
industry being placed into the
significant noncompliance cat-
egory for the second six-month
period,
This SIU collaborates closely
with the Town of Wilkesboro to
focus on maintaining opera-
tions within their limits and has
since reached compliance. We
anticipate a continued focus on
effective operations and adjus-
ted permit limits that will result
in a successful pretreatment
program moving forward.
