HomeMy WebLinkAboutWQ0001521_WQ0001521 Compliance Inspection Letter_20240223February 23, 2024 Robert Coachman 1516 Baptist Road, Durham NC 27704 SUBJECT: Compliance Inspection Report 1516 Baptist Road SFR Non-discharge Permit No. WQ0001521 Wake County Dear Permittee: The North Carolina Division of Water Resources conducted an inspection of the 1516 Baptist Road SFR on 1/19/2024. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0001521. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Division records indicate a treatment system consisting of a 1000-gallon baffled septic tank with filter; a 208 sq.ft. subsurface sand filter, a tablet chlorinator and contact chamber, audible /visual high water alarms; a 1,200-gallon storage /dosing tank, a 0.14-acre spray irrigation area with four spray nozzles; and all associated piping, valves, controls and appurtenances. During the inspection, the following was observed: Schedule (Section I of permit): 1.The permit expired on April 30, 2022. A permit renewal application has not been received as of the date of this letter. Please submit a renewal application. A copy of the application can be downloaded from out website. https://www.deq.nc.gov/about/divisions/water-resources/permitting/non-discharge/application-forms# ApplicationForms-3156 Performance (Section II): 2.The facility meets the performance standards and setbacks as stipulated in Section II of the permit. Operation and Maintenance (O&M) (Section III): 3.During the inspection, the fencing around the irrigation area was down in places where trees had fallen. Please remove the trees and fix the fencing. 4.The access to the septic and pump tank were covered with concrete caps and were inaccessible at the DocuSign Envelope ID: 7DB5FC1C-6D5D-4A4B-8275-F5B792A72185 time of the inspection. Additionally the caps to the chlorine chamber were under ground. Mr. Coachman stated that he puts chlorine in the pump tank instead of the chlorinator. Chlorine tablets should be placed within the chlorine chamber to maintain the proper amount of chlorine is dissolved for disinfection. If too much chlorine is used, it may be toxic to the environment. Monitoring, Reporting (Section IV), and Inspections (Section V): 5. The owner maintains the system as needed. No written records were available for review. He stated that the septic was pumped a couple years ago but didn’t have the receipt to give an exact date. DWR recommends the septic to be assessed and pumped every 5 years. General Conditions (Section VI): 6. The facility continues to be owned by Mr. Coachman and annual fees have been paid. No violations or complaints have been reported in the past five years. This report is a notification of the results of the compliance inspection. Within 30-days receipt of this letter, submit a written response to this office addressing the issues noted in items 1, 3, and 4 above. Please be aware that non-compliance with your permit could result in enforcement action by the Division of Water Resources for these and any other violations of State law. The homeowner puts chlorine tablet straight into pump tank. The chlorinator is covered under soil and not easy to access. (Non-Discharge) *** Is the pump working? Is the audible and visual high water alarm operational? # Does the permittee know how to check the pump & high water alarm? # Last functional test: There was no way to check the alarm. Parts of the fence had large branches on them.
