Facility Summary
Stones Throw Homeowners Association runs their neighborhood Wastewater Treatment Plant. Ridgewood
Farms at Stones Throw WWTP is a small, private, 100% domestic system that feeds into Caldwell Creek.
The NPDES permit was originally issued in 1987. This facility utilizes the following treatment components:
• Duplex Influent pump station
• Bar screen
• Aerobic sludge holding/thickening tank
• Extended aeration

Renewal Summary
This renewal contains the following changes:
• Updated the effluent table in Section A. (1.) and A. (2.) with updated eDMR parameter codes.
• Updated Section A. (4) to reflect current federal requirements for Electronic Reporting of
Discharge Monitoring Reports.
• Updated deadline for the Engineering Assessment in Section A. (3.).
Compliance Histor
25 NOVs since 2018, 5 enforcements since 2018 — 3 of which unpaid. According to most recent inspection
report, facility is in poor shape and poorly maintained. Facility has not yet turned in their engineering
assessment as required by 2020.
Comments on Draft Permit
• Received multiple emails from residents expressing their concerns on the facility failing, as well as
requesting a moratorium to prevent the new homes to be built from overwhelming the system.
• MRO requested that we omit the engineer's assessment in order for them to go ahead with the tap
moratorium. As well as allow them to issue a civil penalty for not acquiring a engineers assessment per
the previous permit.

Hi Kate,
I live in Stones Throw in Concord. I had no idea there were any problems with the water or wastewater system when I bought
this home. Here is what the research is saying:
"'Since 2018 our plant was cited for 53 violations involving its failure to meet Permit requirements regarding discharging
improperly processed wastewater. There are 13 Fecal related violations.
Those 53 Violations are documented in 23 Notice of Violation letters. I did not include our NOV's for our Permit Violations listed
In our yearly compliance inspections.
We need a new system. This is a FACT. This plant is fragile, 35 years old and a rusted out bucket of metal. Any repairs they have
done on it have not stopped us from getting violations.
Representatives have asked the Permit Committee to place a moratorium on additional connections for the past several years.
But they have not been willing to do so.
The additional volume of 50+ homes being offered for sale in Stones Throw to a Commercial Developer will put the plant at 75%
capacity. This will destabilize the Plant causing more violations. The Plant is not going to magically operate better if we make it
work harder.
We need a connection Moratorium added
to the Permit to protect the Plant and ensure it will survive a bit longer until we can resolve this problem.""""

My name is Judy Walker, my husband and myself bought a home in Stones Throw Developmentwith our retirement
money for our granddaughter to live in. The idea was she would buy it and we would have our money to retire on. We
weren totally informed about the situation with the wells and treatment plant being in such horrible condition. Now, we
don't want to saddle our granddaughter with this situation. An additional 50 houses would probably break the whole
system. There are families in this development that will be greatly hurt should this happen. Any help you can give us
would be greatly appreciated.

Ridgewood Farms at Stones Throw WWTP The North Carolina Environmen-
tal Management Commission proposes to issue a NPDES wastewater dis-
charge permit to the person(s) listed below. Written comments regarding
the proposed permit will be accepted 30 days after the publish date of
this notice. The Director of the NC Division of Water Resources (DWR)
may hold a public hearing should there be a significant degree of public in-
terest. Please mail comments and/or information requests to DWR at the
above address. Interested persons may visit the DWR at 512 N. Salisbury
Street, Raleigh, NC 27604 to review the information on file. Additional in-
formation on NPDES permits and this notice may be found on our website:

Stones Throw Homeowners Association [P.O. Box 690725 Charlotte, NC
282271 has applied for renewal of NPDES permit NCO070289 for
Ridgewood Farms at Stones Throw WWTP in Cabarrus County. This per-
mitted facility discharges treated wastewater to Caldwell Creek in the
Yadkin -Pee Dee River Basin. Currently, ammonia nitrogen, fecal coliform,
and total residual chlorine are water quality limited. This discharge may
affect future allocations in this portion of the watershed.

The Division has reviewed your request to renew the subject permit. Please review this draft carefully to ensure a
thorough understanding of the information, conditions, and requirements it contains.
The draft permit includes the following significant changes from the existing permit:
• Section A. (4.) has been updated to require electronic submission of
effluent data reports (DMRs). Federal regulations require electronic
submittal of all discharge monitoring.
• An updated outfall map has been included.
• Engineering Assessment deadline in Section A. (3.) has been updated
Please note that Caldwell Creek is listed as an impaired waterbody on the North Carolina 303(d)
Impaired Waters List. Addressing impaired waters is a high priority with the Division, and instream
data will continue to be evaluated. If there is noncompliance with this permit's effluent limits and
stream impairment can be attributed to your facility, then mitigative measures may be required.
The NPDES standard conditions (Parts II, III, and IV) that are a part of the permit are not included in this draft
document (cover, map, and Part I). The conditions are the same as in your current permit except that agency and
division names have been updated. The latest version is available at https:/ibit.ly/3k5NFaL and can be viewed
online or downloaded as a PDF file.
With this notification, the Division will solicit public comment on this draft permit by publishing a notice in
newspapers having circulation in the general Cabarrus County area, per EPA requirements. Please provide your

A. (3.) ENGINEERING ASSESSMENT
[NCGS 143-215.1 (b)]
The Permittee shall have a North Carolina Licensed Professional En ig neer evaluate the structural
integrity and operational efficiency of this facility to ensure the integrity of the treatment system. The
assessment's details and conclusions must be submitted to both the NC DEQ Mooresville Regional
Office and the NPDES program no later than 60 days after this permit's effective date.
Based on the findings of the assessment, a permanent solution for addressing all necessary repairs, with
a timeline, shall be developed and implemented. This permit may be reopened to include a schedule of
compliance for facility repairs, and / or alterations of the exiting permit limits and monitoring
frequencies.

The permittee shall re discharge monito'Wg data electronically using the NC DWR's Electronic

Monitoring results obtained d1lbilp previous month(s) shall be summarized for each month and submitted
monthly electronically using eVW. The eDMR system allows permitted facilities to enter monitoring data
and submit DMRs electronically using the intemet. The eDMR system may be accessed at:

If a permittee is unable to use the eDMR system due to a demonstrated hardship or due to the facility being
physically located in an area where less than 10 percent of the households have broadband access, then a
temporary waiver from the NPDES electronic reporting requirements may be granted and discharge
monitoring data may be submitted on paper DMR forms (MR 1, 1. 1, 2, 3) or alternative forms approved by

Monitoring results obtained during the previous month(s) shall be summarized for each month and reported
via the eDMR system no later than the last calendar day of the month following the completed reporting
period. Regardless of the submission method, the first DMR is due on the last day of the month following the
issuance of the permit or in the case of a new facility, on the last day of the month following the
commencement of discharge.
Starting on December 21, 2025, the permittee must electronically report the following compliance
monitoring data and reports, when applicable:
• Sewer Overflow/Bypass Event Reports; and
• Pretreatment Program Annual Reports; and
• Clean Water Act (CWA) Section 316(b) Annual Reports.
The permittee may seek an electronic reporting waiver from the Divi ' (see "How to Request a Waiver
from Electronic Reporting" section below).

The permittee may seek a temporary electronic reporting waiver from the Division. To obtain an electronic
reporting waiver, a permittee must first submit an electronic reporting waiver request to the
Division. Requests for temporary electronic reporting waivers must be submitted in writing to the Division
for written approval at least sixty (60) days prior to the date the facility would be required under this permit to
begin submitting monitoring data and reports. The duration of a temporary waiver shall not exceed 5 years
and shall thereupon expire. At such time, monitoring data and reports shall be submitted electronically to the
Division unless the permittee re -applies for and is granted a new temporary electronic reporting waiver by the
Division. Approved electronic reporting waivers are not transferrable. Only permittees with an approved
reporting waiver request may submit monitoring data and reports on paper to the Division for the period that
the approved reporting waiver request is effective.

All eDMRs submitted to the permit issuing authority shall be signed by a person described in Part II, Section
B. (I 1.)(a) or by a duly authorized representative of that person as described in Part II, Section B. (I 1)(b). A
person, and not a position, must be delegated signatory authority for eDMR reporting purposes.
For eDMR submissions, the person signing and submitting the DMR must obtain an eDMR user account and
login credentials to access the eDMR system. For more information on North Carolina's eDMR system,
