WBS # 42243.1.1 Dear Ms. Wheeler, The North C'arolina Department of Transport�tion is requestir�g the issuance of a NW 3 permit, along with the corresponding 401 certificatio� for the replacement of Bridge # 148 over Wahton Swamp c�n SR 1200, in �ertie County. The bridge is located about 1 mile east of the intersection with NC 11 near Lewiston. Wahton Swamp is within the Roanoke River Basin, and drai�is to the �ashie River, 1.0 mil�s to the south. Wahton Swamp is listed by DWQ, as class "C, SW" �vaters. �he N�WR�: reviewed this site and determined an in-water woz•k moratorium wi1L be rec�uired fi•om �ebruary 15 — June 15th. Bridge # 148 was bt2ilt in 1940, and co�ISists of I-span with a conerete deck, supported by steel joist oi1 coucl�•ete caps ai�id tiinbei• piles. The existing str•ucture is 43 ft. long by 25 ft. wide. This structt�re will be entirely reinoved using TICDOT's BMP's and guideliiles for bridge reinoval. "T11e proposed bridge will be repl�ced along its existing alignment. The new bridge will be a single span structure totaling, 70' irl length by 30' wide. It will be comprised of a precast coilcrete deek a�ld sut�sir•uciure. Jtzrisdictional wetland and surface water im��acts have been avoided and �ninimized to the maximurn extent practicable. The resulting perinanent iinpacts �ssociated with rib-rap abunnent stabilization and storm water dissipaters are O.G09 acres (400 sq. f't.) of 404 wetlands. There is also 0.007 acres (300 sq. ft.) of proposed surface water impacts, associated with the bridge abutment rip-rap stabilization alonb the mai.n chani�el. Th�re will be 0.015 acres (6S3 sq. ft.) of hand clearizlg in wetlar�cls, ��Ilich allows for the insta�lation of the storm water outlet pads. Storm water has been routed to outlets located on the southwest and southeast quadrants of the bridge. This outlet has been placed at a feasible location that would allow for ve�etated buffer conveyance, prior to entering surface waters.
