Sullins, Director © `C Division of Water Quality October 29, 2007 Wake County EXP# 07-0566v2 EXPRESS REVIEW NOTIFICATION LETTER Wake County Public School System Attn: Mr. Michael Burriss 1551 Rock Quarry Rd Raleigh, NC 27610 Project Name: Heritage High School Dear Mr. Burris: On October 29, 2007, the Express Review Program of the Division of Water Quality (DWQ) received your application for the above referenced project. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent denial of your application as required by 15A NCAC 2H .0506: 1. Please provide full size plans at a scale of 1" = 50' or larger that detail the entire site including drainage area boundaries, impacts to waters of the state, and stormwater drainage system. 2. Please label and identify the types of BMPs on the Plans. 3. Where applicable on the plans, please include BMP system component details such as Inflow and Outflow Structures, High Flow Bypass Structures, Pretreatment Systems (Forebays), Overflow and Emergency Spillway, Erosion and Sediment Control and Monitoring devices such as Energy Dissipators and Sediment Accumulation/Depth Markers. 4. The drainage area where the new High School and Student Parking are located is considered a pocket of high density. Therefore the Division of Water Quality requires that the BMP in Area 4 meet both 85% TSS and 30% TN removal efficiencies such as bioretention structures, stormwater wetlands or ponds followed by forested filter strips designed according to the latest version of the NCDENR Stormwater Best Management Practices Manual. 5. Since the project is located in a NSW watershed, all stormwater outflow through the riparian buffer shall meet diffuse flow provisions such as discharging over a level spreader located outside the riparian buffer with a downslope not to exceed 6% or 8% for grass or forest filter strip respectively. On the other hand, BMPs that meet conditions specified in item 4 above may substitute for diffuse flow provisions that will allow direct discharge into stream channels. -_' t' 6.
