The Division of Energy, Mineral, and Land Resources (DEMLR), received a complete Stormwater Management Fast-Track
Final Permit Applica?on for the subject project on December 7, 2023. Staff review of the plans and specifica?ons has
determined that the project, as proposed, will comply with the Stormwater Regula?ons set forth in Title 15A NCAC
2H.1000 - 1062 rules. We are forwarding Permit No. SW4231203, dated January 20, 2024, for the construc?on,
opera?on and maintenance of the subject project and the stormwater system. This permit shall be effec?ve from the
date of issuance and shall be subject to the condi?ons and limita?ons as specified therein, and does not supersede any
other agency permit that may be required.
The original signed permit package and approved plans are being mailed to the permi?ee, Kenneth L. Anson Jr., at the

Please note that in accordance with 15A NCAC 02H .1044(5)(b), the Division is providing you with a dra? permit with
special condi?ons per 15A NCAC 02H .1044(6). You have calendar 10 days (un?l close of business on Tuesday, January
30, 2024) to submit comments or concerns for the a?ached dra? permit back to the Division (or address the comments).
Once either the 10 days have passed or you have responded to this email with your comments/concerns on the dra?
permit, whichever occurs first, the final permit will be issued for this project.
If the comments in A?achment D are addressed within the 10 day window, the highlighted sec?ons of the permit (in
addi?on to the date of issuance) will be edited before final approval (the references to Sec?on D & the minor devia?ons
will be removed and the drainage area sec?on will be revised to reflect the two dis?nct drainage areas of this project).

We received your post-construc?on stormwater permit fast-track final applica?on for the subject project on 12/7/23.
Reviews under the Fast-Track permi?ng process can take up to 40 calendar days to complete. You can see where this
project stands in the review queue by emailing postconstruc?on@deq.nc.gov (We have an autoreply set up that has the
review queue on it). Please upload all documents that you mailed into our office through the link provided below. Be
sure to choose the Central Office as the Primary Contact office.

IMPORTANT NOTE: Please ensure that each file is uploaded under its appropriate file type. Addi?onal file types can be
entered into the electronic form by clicking on the “Add Another Post-Construc?on File Upload” link directly below the
“State Stormwater Informa?on Uploads” sec?on of the form. YOU MUST CLICK ON THE “ADD ANOTHER POST-
CONSTRUCTION FILE UPLOAD” TO ADD ADDITIONAL FILE TYPES TO THE SUBMISSION. Merely changing the file type
dropdown as you upload the various files (without adding addi?onal file uploads) will upload all of the files as the last
file type selected, the submission will get flagged during review, and you will need to resubmit the files. Please do not
upload en?re plan sets through this form, but rather upload the relevant individual sheets under the appropriate file
type. Selec?ng the correct file type ensures that the files are properly named in the electronic repository and it helps
expedite the review process. NOTE: We do not require and we discourage the upload/submission of extraneous plan

We received your application for a Final Fast-Track post-construction stormwater permit on 11/22/23. At this time, the
submission is not administratively complete and cannot be accepted for review in its current condition. Please provide
the following submittal items within 30 calendar days (by close of business on 12/29/23) so that we may accept the
project and begin the review process, otherwise, the project will be returned as administratively incomplete.
1x application fee check in the correct amount (this item is required per Session Law 2023-134, Section
12.14(e)(2)):

Per the submi?al items, this project will require an applica?on fee of $1000 as this applica?on is for a
New Permit for a project with no SCMs. Please provide a new applica?on fee check in this amount so
that we may process your applica?on. We will void and return the provided applica?on fee check to
the permi?ee (unless a different return address is indicated by close of business tomorrow).

Section II, 5 – This project does appear to be located within 5 miles of a commercial airport. Please refer
to this map (https://www.ncdot.gov/divisions/aviation/Pages/nc-airports.aspx). If you believe that this
project is located within 5 miles of a commercial airport, please provide the airport information (name &
location).
Section IV, 10 – Please use the information for the first named surface water (“Beaverdam Creek”, “C”,
& “12-113-4”) for the receiving stream name, classification and index number.
Sec?on IV, 10 – “Total Drainage Area (sf)” was le? blank. Please revise.
Sec?on IV, 10 – “On-site Drainage Area (sf)” was le? blank. Please revise.
Sec?on IV, 10 – “Off-site Drainage Area (sf)” was le? blank. Please revise.
Sec?on IV, 10 – “Proposed Impervious Area** (sf) was le? blank. This should match the value for “Total
(sf)” found in the Impervious Surface Area table. Please revise.

1x hard copy of the complete, original signed Supplement-EZ Form (This item is required per Sections V & VI, 3
of the Application). This form can be found on our website at the following
address: https://deq.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwater-
program/stormwater-design. Please note that a complete Supplement-EZ form will have 3 or more pages and
uses macros to generate the relevant sheets based on the information entered into the cover page. NOTE:
Please provide an original signature.
NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brough up during the engineering review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our
two reviewer positions is currently vacant).
