Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On January 23, 2024, DWR-MRO staff performed a Compliance Inspection for permit NCG510542. Mike Skeen and Scott Smida were present to assist with providing information to DWR staff during the inspection. During the site visit, MRO staff requested that vertical isocontour concentration maps of the constituents be provided as these maps were not presented in the AR or semi -AR. The effluent chemistry indicates the system is able to meet 2B surface water standards. No solids, foam, or odors were observed at the site outfall. The treatment system has been in service since 2015 servicing the downgradient portion of the petroleum plume present at the site. Treatment has proved to be effective in continuing to display reduction of BTEX and PAH constituents at the downgradient portion of the plume. In 2018, SVE technology was employed to continue treatment. Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: O&M records were reviewed from July 2023 and September 2023. Yes No NA NE ■ ❑ ❑ ❑ ❑ ❑ ■ ❑ Laboratory data for January 2023 through November 2023 was reviewed via the 2023 AR submitted to the UST group. BTEX compounds are continuing to display reduction. However, these constituents continue to report above 2L standards. It is expected that this system will continue to operate over the next five years. However, it was suggested that investigation into the potential for performing infection events to assist with more effective remediation beyond the pump and treat and air sparge activites currently being employed at the site. The system employs an airstripper which is cleaned regularly. Granular activated carbon (GAC) is employed to capture the petroluem constituents. The GAC media is changed on an average of every 1.5 years. Mid -point sampling is performed to provide information for media breakthrough. Permit (If the present permit expires in 6 months or less). The ORC was made aware about reporting requirements to RO staff within 24 hours of first knowledge of system failure. RO staff requested notification of planned routine maintenance system shut -downs. It was communicated that notification can be made via email. The current permit expires September 30, 2025. The contractor and permittee were advised to submit a permit renewal application 180 days prior to expiration. Page#
