Describe the attachments or comments: The NC Department of Transportation (NCDOT) requests authorization for the repair and maintenance of the existing sandbags along NC 12 on Ocracoke Island. Ocean overwash resulting from coastal storms in December 2023, January 2024, and February 2024 impacted the existing sandbag area on Ocracoke. A large section of the sandbags was exposed, and most of the sandbags from the top two layers were dislodged or damaged by the wave action. To repair the existing sandbags, NCDOT requests authorization to replace the dislodged and damaged sandbags along NC 12 to maintain protection of the roadway. The project consists of the installation of approx. 1,000 replacement sandbags in a 2,525-foot section of existing sandbags. Sandbags would be tan in color and would be hydraulically filled from the swash zone of the adjacent beach with approx. 5,600 cubic yards of sand. The 3 environmentally sensitive areas identified by the National Park Service (NPS) are to the northeast of the damaged sandbag area, and heavy equipment and the sandbag hydraulic dredging operation would not occur within those areas. Remnant and damaged sandbags would be removed from the site and properly disposed of. Sandbags would be placed on top of the existing bottom layer of sandbags. The existing alignment of sandbags would not be extended, and the sandbag structure would not exceed 20 feet in width or 6 feet in height. The project would not result in permanent impacts to jurisdictional wetlands. During previous sandbag and dune repair projects, the South Dock Dredge Spoil Site was the source of beach compatible sand for the project area. Currently, the spoil site is empty. The NCDOT Ferry Division is planning a dredging project for the ferry basin in the next few months, but the exact date of their operation has not been determined due to delayed repairs to the Ferry Division Dredge. NCDOT Highway Division One commits to covering the existing and replacement sandbags when the sand is available in the spoil site. NCDOT is aware of the importance of covering the sandbags and would cover them at the first opportunity of sand availability. The dimensions of the dune reconstruction would be determined by the volume of sand available and the location of the NHW line. NCDOT would coordinate with NCDWR and the Corps for any necessary authorization prior to the dune reconstruction. Due to variable weather conditions, it's anticipated the sandbag repair project would take two months to complete. During sea turtle nesting season, NCDOT would coordinate with NIPS on sea turtle nest monitoring within the project area, and heavy equipment would not be permitted within 300 feet on the beach of any sea turtle nests. All work would be conducted during daylight hours. The proposed sandbags are a temporary measure until a long-term solution can be selected and funded to maintain access to Ocracoke Island by NC 12. Included with this application are the revised cross section and map of the area to be repaired. Authorization for this project has been requested from the National Park Service and the NC Division of Coastal Management, and a copy of their permits will be submitted to you when issued.
