The contents cover both the South Burlington Wastewater Treatment Plant (NC0023876) and the East Burlington Wastewater Treatment Plant (NC0023868) for the reporting period of January 1, 2023 to December 31, 2023. Included for all significant industrial users are a brief narrative and an Industrial Data Summary Form. Required reports include the Pretreatment Performance Summary report, Significant Non -Compliance report, and an Allocation Table for both wastewater treatment plants. Please note that the Allocation Tables used are from the Burlington's 2016 Headworks Analyses. Burlington's 2020 Headworks Analyses were submitted March 17, 2020 and are awaiting approval. I have personally examined and am familiar with the information submitted in these documents and attachments. Based upon my inquiry of those individuals immediately responsible for obtaining the information reported therein, I believe that the submitted information is true, accurate, and complete. BurlingtonNC gov CITY OF BURLINGTON PRETREATMENT ANNUAL REPORT 2023 14lmm' PO BOX 1358, BURLINGTON, NC 27216-1358 2023 Pretreatment Annual Report Narrative Section General Information The City of Burlington is current with reports as follows: ➢ Allocation Tables are current as of December 1, 2023 for East Burlington WWTP and February 16, 2024 for South Burlington WWTP. The Allocation Tables used are from the 2016 Headworks Analyses. The new Headworks Analyses were submitted March 17, 2020 and are awaiting approval. ➢ Long Term Monitoring Report is current and ongoing. ➢ Headworks Analyses for East Burlington WWTP and South Burlington WWTP were last approved February 2, 2016 and the next due date was April 1, 2020. The Headworks Analyses were submitted March 17, 2020 and are awaiting approval. ➢ The Sewer Use Ordinance was deemed adequate by the NC DEQ March 1, 2013 and was adopted by the City of Burlington City Council November 19, 2013. ➢ The Enforcement Response Plan (ERP) was deemed adequate by NC DEQ February 5, 2020. ➢ Industrial Waste Survey for East Burlington WWTP and South Burlington WWTP was approved August 08, 2022. In 2023, NC DEQ did not conduct a Pretreatment Compliance Inspection (PCI) on the City of Burlington. The City of Burlington started and ended the year with 12 permitted Significant Industrial Users, 2 being Categorical. The following is a brief discussion of the significant industrial users permitted by the City of Burlington's pretreatment section. A discussion of permit holders is grouped by East Burlington WWTP dischargers (NPDES Permit #NC0023868) followed by South Burlington WWTP dischargers (NPDES Permit #NC0023876), with permit holders arranged from lowest to highest permit number. Industrial User Information East Burlineton WWTP NPDES # NCO023868 ITG Burlington Industries LLC-BHF Plant, 906 Anthony Street, Burlington (IUP # 0006) • The IUP for this industry was renewed January 01, 2022. The IUP was submitted to NC DEQ October 18, 2021 and has not received approval. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not in SNC, not on an Order, no construction activities. • Notice of Violation for Zinc issued 11/20/2023 for sampling event occurring on 10/27/2023. Back in compliance 11/28/2023. A Public Notice was published February 22, 2023 and penalty of $100 was assessed. o Notice of Violation for Zinc issued 02/10/2023 for sampling event occurring on 12/06/2022. o Notice of Violation for Oil & Grease issued 02/10/2023 for sampling event occurring on 12/06/2022. Indulor America, LP, 932 East Elm Street, Graham (IUP # 0089) • The IUP for this industry was renewed January 01, 2022. The IUP was submitted to NC DEQ October 18, 2021 and has not received approval. • Semi-annual monitoring by the City of Burlington and industry is completed. • Due to an elevated level of non -target organic compounds present in the samples, the lab was unable to achieve lower detection limits for volatile and semi -volatile organic analysis for sampling events occurring on 3/9/2023, 6/l/2023, and 9/15/2023. A letter from the analyzing lab is included for each date. • Not in SNC, not on an Order, no construction activities. • Notice of Violation for Zinc issued 04/17/2023 for sampling event occurring on 02/08/2023. Back in compliance 05/04/2023. • Notice of Violation for self -monitoring issued 01/05/2024. A penalty of $600 was assessed. Back in compliance 01/12/2023. South Burlington WWTP NPDES # NCO023876 Kayser Roth Corporation, 714 Interstate Service Road, Graham (IUP # 0052) • The IUP for this industry was renewed July 01, 2021. The IUP was submitted to NC DEQ May 19, 2021 and has not received approval. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not in SNC, not on an Order, no construction activities. McComb Industries, LLLP 1311 Industry Drive, Burlington (IUP # 0071) • The IUP for this industry was renewed January 01, 2022. The IUP was submitted to NC DEQ October 18, 2021 and has not received approval. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not in SNC, not on an Order, no construction activities. Pickett Hosiery Mills, 733 Koury Drive, Burlington (IUP # 0090) • The IUP for this industry was issued April 25, 2022 and approved by NC DEQ June 15, 2022. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not in SNC, not on an Order, no construction activities. • Notice of Violation for pH issued 09/06/2023 for sampling event occurring on 09/01/2023. Back in compliance 09/18/2023. • City of Burlington was informed by a former employee that the industry has not been in operation since December 5, 2023. The water usage records reflect this information. A request to drop the industry was sent February 16, 2024. This information will be included on the 2024 PAR. Local User Permit and NSCIU Information East Burlington WWTP Alamance Country Landfill leachate (LUP #0025) • The LUP for this industry was renewed September 23, 2021. • Quarterly monitoring by the industry is completed. Republic Services leachate (LUP #0088) • The LUP for this industry was renewed January 1, 2022. • Quarterly monitoring by the industry is completed. Advanced Powder Coating, 403 MacArthur Lane, Burlington (Non -Significant Categorical Industrial User) • Annual certification statement and monitoring report of the daily process wastewater flow are completed. South Burlin ton WWTP Groundwater remediation at Travel Center of America (Former BP #1363),1101 NC Highway 61, Whitsett (LUP #G0026) • The LUP was renewed January 15, 2021. • Quarterly monitoring by the industry is completed. Groundwater remediation at Speedway, 653 East Webb Avenue, Burlington (LUP #G0031) • The LUP was issued June 15, 2022. • Quarterly monitoring by the industry is completed. Other Information Dental Amalgam Rule Update • According to the NC Dental Board, in 2019, 43 licensed dentists are in the City of Burlington's service area. Some of the dentists on this list have dental facilities that are located outside the City of Burlington's service area, closed, or do not place or remove dental amalgam. • New dental facilities are provided a One-time Compliance Report form to fill out and return to the City of Burlington's Pretreatment Specialist. This form is also posted on the City of Burlington's website. • One-time Compliance Report forms have been completed by and received from 31 dental facilities. Emerging Contaminants 19 Kv Since 2019, the City of Burlington has been working towards reducing the amount of PFAS being discharged to the East Burlington Wastewater Treatment Plant by surveying and sampling industrial users thought to be large contributors. The following industrial users have been identified as having higher than average PFAS in their effluent and have reduced or plan to reduce PFAS loading: o Shawmut Park Ave, LLC ■ Stopped using chemicals that contained any PFAS as of February 1', 2023 ■ SIU permit has been updated to require PFAS monitoring and implementation of a PFAS Minimization Plan o ITG Burlington Industries LLC-BHF Plant ■ Submitted a PFAS Minimization Plan which is currently being reviewed ■ Implementing a closed -loop system to minimize PFAS in the effluent ■ Developing non-PFAS containing repellants ■ Goal is to phase out all remaining use of PFAS in the repellency process by January 1, 2025 141 Dioxane • In July 2023, Burlington identified elevated 1,4 Dioxane concentrations in the South Burlington Wastewater Treatment Plant (SBWWTP) effluent. • In August 2023, Apollo Chemical was identified as being the main contributor of 1,4 Dioxane being discharged to the SBWWTP. • Apollo Chemical is working with the City of Burlington to reduce 1,4 Dioxane loading. o Apollo Chemical will be permitted as a Significant Industrial User, and the permit is currently in review. o The permit will require 1,4 Dioxane monitoring and implementation of a 1,4 Dioxane Minimization Plan. Fats, Oils, and Grease Program • Included on followingpage February 14, 2024 Robert C. Patterson Jr., P.E. Water Resources Director Subject: Progress of the Fats, Oil & Grease Program The City of Burlington's Fats, Oils and Grease Program was implemented as a two-phase program December 15, 2000. Phase I consisted of a cooperative effort relying on the participation of the food service establishments (FSEs). Beginning January 01, 2001 all food establishments that have grease traps or interceptors are required to maintain pumping records on site. • Identified FSEs must maintain an annual pumping schedule and are required to keep records that identify who performed the pumping or clean out, when it was done, and where the waste was disposed. • The City of Burlington will be implementing FOG management software to better monitor the compliance of the FSEs. This software will allow FSEs and their haulers to upload grease trap service records directly to the City. In -person inspections for O&G interceptors (grease traps, pits or under counter units) are focused within the areas of historically high incidence of sewer overflows and then inspections expand to include the remaining FSEs. These inspections have addressed employee education in regards to grease disposal techniques, record keeping, and proper maintenance of grease traps or interceptors if present. In 2023, 79 FSE pumping records were received and reviewed. • The City of Burlington City Council approved a fee schedule that includes a $30.00 fee for Fats, Oils and Grease inspections. • A program for the Alamance-Burlington school system consisting of 17 school cafeterias is being implemented. • The City of Burlington's efforts to reduce residential Fats, Oils, and Grease into its sewer system consist of educational information inserts added to customer's water bills and information being published in the City's quarterly publication "City Works". PUBLIC NOTICE OF SIGNIFICANT INDUSTRIAL WASTEWATER PERMIT VIOLATIONS The City of Burlington, in ac- cordance with Federal and State Regulation is hereby giv- ing Public Notice. Engineered Controls was in significant non- compliance (SNC) with nation- al pretreatment regulations, 40 CFR Part 403, state pretreat- ment regulations, 15 NCAC 2H .0900, and local pretreatment regulations during the period of July 1, 2022, through Decem- ber 31, 2022 for Zinc and Oil & Grease. The City of Burlington issued Engineered Controls Notices of Violations for these parameters. No harm was in- curred at the receiving East Burlington Wastewater Treat- ment Plant, and there were no corresponding violations of NP- DES permit NC 0023868.
