HomeMy WebLinkAbout20100099 Ver 3_Release Partial #1_20151016North Carolina Department of Environmental Quality Pat McCrory Governor October 16, 2015 Mr. George Howard Restoration Systems, LLC 1101 Haynes St, Ste 211 Raleigh, NC 27604 Donald R. van der Vaart Secretary DWR Project #: 2010- 00990 Wayne County Re: Neuse Riparian Buffer and Nutrient Mitigation Umbrella Banking Instrument (UBI) Pancho Bank Parcel Credit Release — Task 6 (PARTIAL) Dear Mr. Howard: On October 6, 2015, the Division of Water Resources (DWR) received a Year 3 Monitoring Report from Restoration Systems, LLC (RS) for the Pancho Mitigation Bank. Overall, the site appears to be doing well and on trajectory to meet the success criteria outlined in the UBI. There was no recommendation in the report nor does DWR recommend to provide supplemental planting at this time. The monitoring bond ( #22BSBGQ8686) for this site will expire on January 14, 2016, and must be renewed through the Year 4 monitoring period in order to receive a full credit release. Therefore, DWR is issuing half of the credit release, with the remaining five percent (5 %) credit release due at the time RS submits a bond renewal to cover the costs associated with monitoring and maintenance. According to the UBI signed on March 17, 2008, the following additional Project Milestones have been met, and the corresponding credits shall be released: Task/Milestones 6) Approval of Monitoring Report Year 3 Credit 5% By copy of this correspondence, DWR confirms that you have satisfied the above requirements for the above - referenced tract and 5% of your Neuse riparian buffer credits (0.05 x 218,671.2 ft' = 10,933.56 ft') are now available for sale. Additionally, 5% of your nitrogen nutrient offset credits (0.05 x 25,753.31 lb-N = 1,287.66 lb -N) are now available for sale. Please update your credit ledgers accordingly. Please note that nutrient offset credits generated at this site must be used for impacts in HUC 03020201 of the Neuse River Basin excluding the Falls Watershed.
