On February 8, 2024, a site inspection was conducted for the Fedex Freight, Inc. — Fayetteville facility
located at 5452 Shipman Road, Hope Mills, in Cumberland County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. The site visit and file review revealed that the
subject facility is covered by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage
NCG080633. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters
designated as Grays Creek(Rainey Pond, Rainbow Pond), class B waters in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG080000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.

Inspection Summary:
Fedex Freight, Inc. - Fayetteville/NCG080633 was last inspected on December 19, 2023 by Melissa Joyner and Kelly Jonas
at which time a Notice of Violations was issued for not conducting Analytical Monitoring.This Notice of Violations is being
withheld because per General Permit NCG080000 conditions the facility does not have any vehicle or equipment
maintenance activity occurring onsite which uses more than 55 gallons of new motor oil and/or hydraulic oil per month when
averaged over the calendar year and therefore is not required to conduct Analytical Monitoring.
During this inspection, Melissa Joyner met with Mr. Hector Moreno, Service Center Manager. Since Mr. Moreno is now in
charge of the permit and is the facility contact person, a Permit Update Contact Request Form still needs to be completed
and submitted. The form may be accessed at the following link:

Stormwater Pollution Prevention Plan (SWPPP)since the previous inspection. This included an updated site map which had
the latitude/longitude location of Outfall-001. The site map will still need to show topography and the delineated drainage
area for the outfall with arrows indicating the direction of the flow.A notation that no leaks or spills had occurred during the
last 3 years, dated in February 2024 was noted. Included in the SWPPP was now a list of personnel with their signatures
acknowledging their responsibilities for the Spill Prevention and Response Procedures. Information was also included about
the location of the spill response materials.A certification statement was provided about the facility not utilizing solvents.
