Mike,
I know you are currently on vacation but I wanted to run a few things by you to see if you might be able to help me.
As I have said from the beginning I am new to the environmental side of the house so forgive me for anything I may have
misunderstood with our permit.
Being as such,with our plant being in a transition stage, I need a little help as to some explanation on the reporting
requirements. I want to make sure we are doing everything that is required per the permit.
1. Analytical Monitoring—
a. The permit, one page 4,states that there are to be 10 analytical samplings being conducted over the
term of the permit (5 years at 2 per year) at each stormwater discharge outfall(SDO).We have 8 outfalls
however only required to monitor out of one representative outfall(#5). Does this mean semi annually
on all or just the representative outfall?
b. Goes by the monitoring schedule on Table 2, however since we are past the 5 year renewal dates on
table 2, are we to continue the same semi annual schedule?
c. Monitoring requirements located on Table 1 are compared to the Benchmark values on Table 3 and
annotated
d. Which form is the analytical monitoring completed on,in addition to the Annual Summary DMR?
2. Tier system
a. Where does it show which tier we are?
3. Qualitative Monitoring—
a. I understand this is a semiannual inspection of ALL outfalls for the discharge characteristics on table 4.
b. I do not know which form this data needs to be collected on (plant specific or is it an agency form?)
c. When is the SDO Qualitative Monitoring report used?
4. On site vehicle maintenance monitoring requirements
a. What form is this annotated on?
5. When our new SPPP is completed,will that need to be submitted to the director for approval?
6. 1 need to confirm who the director is and what is the address we are to send our reports?The permit we are
working under is 6 years old. I just wanted to confirm the address for report submittal.The address in the permit
is a Raleigh address.

Please verify whether Qualitative Monitoring must be performed during a "representative storm
event"or"measureable storm event"(requirements vary,depending on the permit).
Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be
performed during a"representative storm event"or during a"measureable storm event." However,
some permits do not have this requirement. Please refer to these definitions,if applicable.
A"representative storm event'is a storm event that measures greater than 0.1 inches of rainfall
and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than
0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no
precipitation.
A"measurable storm event"is a storm event that results in an actual discharge from the
permitted site outfall. The previous measurable storm event must have been at least 72 hours
prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter
interval is representative for local storm events during the sampling period,and the permittee
obtains approval from the local DWQ Regional Office.

Guidance for Rating Stormwater Discharge
This supplement is intended only as a guide for rating visually observed parameters on a scale of
1-5. The inspector should use best professional judgment when characterizing the duality of
stormwater discharge. Also, the pictures included here do not necessarily show stormwater
discharges but serve to illustrate the characteristics described.

Tannic Water
Water naturally high in tannins in the eastern part of North Carolina may still have low amounts
of suspended solids and high clarity but not appear "clear" because of coloration. The examples
below will help rate discharges that must be observed in tannic waters.
Clear tannic water may look like tea or coffee, but waters that look more "milky" or like
"chocolate milk" have less clarity and higher suspended solids.
