Thank you for the opportunity to review the draft turbidity monitoring and management plan for the proposed
dredgingwork. DWR and NCWRC have reviewed the document and offer the following combined comments.
1. The plan does not propose monitoring in the lake itself. In accordance with NCAC 02B .0211(21) turbidity
standards are applicable to lakes and reservoirs, as well as to streams. Please clarify if there is a reason you do
not propose monitoring turbidity levels within the lake.
2. The plan only proposes monitoring on days with active dredging. This is of significant concern to the
agencies. Previous issues that arose during in -lake activities was typically a result of inadequate E&SC measures
causing turbidity in the lake, not the dredge operation itself. The main problem was from the exposed soils from
the lake drawdown during storm events. The agencies request that the plan be modified to include some form
of turbidity monitoring while the lake is drawn down, possibly tying it to rain events or at a regular interval.
We would like to strongly recommend that you carefully evaluate the S&EC plan with regard to finding ways to address
the previous causes of high turbidity results during storm events.

We last met to discuss the Grandfather Golf & Country Club's plan to perform maintenance dredging in Loch
